Summary
This recruitment will be used to fill one Term-Limited Temporary (TLT) or Special Duty Assignment (SDA) position. The TLT/SDA is anticipated to last 3 years.
The King County Department of Local Services (DLS) Director's Office is hiring a White Center Economic Revitalization Manager (Project/Program Manager II). DLS will sustain the long-term economic recovery and revitalization of the White Center business district by dedicating this position to support the newly-formed White Center Business Alliance, comprised of White Center business owners. White Center is home to almost 2,000 diverse businesses- more than any other unincorporated business district.
In addition to the COVID pandemic, a series of five fires shocked the White Center Business District in 2020 and 2021, burning one business completely down to the ground and displacing 15 others. Large sections of the west side of the business district remain closed and under construction. While resilient, the White Center business district has struggled to maintain vibrancy due to the pandemic and devastating fires. This position is dedicated to supporting the individual businesses and business district through the revitalization process.
The ideal candidate will establish collaborative relationships with White Center's local businesses, landowners, economic development partners, and community members. They will build effective public/private partnerships, trust, and credibility throughout the business and development community. They will be the liaison between the White Center Business Alliance and King County. The Economic Revitalization Manager will work to implement both existing and new strategies that support economic development and work to identify resources for challenged businesses.

This is a hybrid position. The work associated with this position will be performed by teleworking, onsite work and meetings as needed. The responsibilities of this position willinclude regular and ongoing in-office work. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours.

Job Duties

- Lead efforts stabilize the White Center Business Association for three (3) years, with the goal of finding sustainable funding and hiring paid dedicated staff to transition leadership.
- Be the consistent lead point of contact for coordination of business and development opportunities, community organizations, marketing, events, county departments and services providers.
- Provide one-to-one technical and practical assistance to businesses and property owners.
- Board and organizational capacity development, with the mission of business district revitalization and development.
- Business district technical assistance, promotion and attraction support, helping the district prepare for the 2026 FIFA World Cup.
- Develop public space beautification and capital improvement plan for the White Center Business District.
- Establish "Clean & Safe" program as part of 5-Year Strategic Business Plan.
- Develop five-year strategic business plan for the organization, which includes business district revitalization techniques, budgeting, contracting, organizational capacity building, and compliance to assist small businesses.
- Lead capital improvement efforts.
- Host meetings.
Experience, Qualifications, Knowledge, Skills
- Experience in public administration, economic development, community building, non-profit, community-based organizations or outreach focused on economic development.
- Excellent people/public relations, communication, mediation, and negotiation skills to a wide variety of cultures and backgrounds.
- Ability to network with communities, civic leaders, economic development professionals, private sector partners, businesses, and a wide variety of other organizations and constituents.
- The ability to use innovative thinking and identify best practices to approach problems, resolve conflicts, and implement programs.
- Experience working with and supporting the needs of ethnic businesses and business districts;
- An understanding of available grant sources.
- Proficiency in conducting presentations in different settings, including public community meetings, businesses, nonprofit organization meetings, and small groups.
- Skill conducting research to identify emerging needs, trends, and services that impact community development.
- Experience effectively managing competing priorities, accomplishing tasks, and monitoring performance metrics.
- Experience working with people from diverse backgrounds including people of color, immigrants, refugees, women, LGBTQIA+, people with disabilities, multi-lingual environments and veterans;
- Comfortable and able to engage in multi-lingual environments.
Desired Qualifications:
- Fluent in a language other than English spoken by White Center community members and business owners.
- Knowledge of the cultural, demographic and economic situation of White Center, and experience working in communities with similar characteristics.
- Knowledge of working within the unique challenges and experiences of immigrant and refugee business owners.
- Knowledge of land use planning, real estate development, zoning, and municipal infrastructure.
- Advanced ability with Excel, Power BI or equivalent tools.
- Comfort and experience being the only government representative in a variety of social situations.
