WAGE RANGE: $81,000-$95,000/annually

JOB SUMMARY: Catholic Charities is looking for a culturally aware, trauma-informed, dynamic, and self-motivated leader to work as its Director of Property Management.

The Director of Property Management is responsible for providing day-to-day operational direction to the property management and to provide mission-focused leadership to achieve and maintain excellence in Catholic Charities housing sites. The Director of Property Management will oversee property management activities; ensure that all property management staff, under their supervision, are fully supported, trained, and resourced; and manage strategic relationships with internal and external stakeholders.

The Director of Property Management will oversee day-to-day property management activities of all programs in portfolio, including collection of rents, admission and discharge procedures, Fair Housing and funder compliance, staff management and supervision, team leadership, policy and regulatory compliance, and performance to the approved budget.

They are responsible for the development of intra-agency relationships that will result in the effective delivery of property management services for the clients, leading to successful client outcomes and operation of fiscally sound, well maintained housing programs.

In addition, they are responsible for the planning, development, and execution of property management functions.

The Director coordinates with internal and external support service staff, facilities staff, and builds relationships with community stakeholders. The Director ensures compliance with all applicable regulations, licensure requirements, local, state, and federal laws.

ESSENTIAL FUNCTIONS:
  • Centers a trauma-informed orientation in all aspects of property management activities while balancing asset management, compliance, and community safety.
  • Responsible for the day-to-day property management activities of all properties in the portfolio and operations of the program within the mission, vision, values, budget and strategic plan of the program and Catholic Charities.
  • Proactively builds and maintains effective relationships with multiple monitoring agencies, e.g., Minnesota Housing, Affordable Housing Connections, county, and city governments, etc.
  • Responsible for Fair Housing and all regulatory, funding and investor requirements, and overseeing annual reporting to ensure compliance with all regulatory requirements.
  • Responsible for staying abreast of maintenance needs in all housing programs and conducting regular walk throughs of all building to assess the short and long-term maintenance needs.
  • Monitors vacancies, loss to lease, days vacant, delinquencies, and any other reports monthly and quarterly to ensure properties are maintaining optimal occupancy and revenue.
  • Responsible for effective supervision of program staff including hiring, training, coaching and providing performance management duties.
  • Works with teams to ensure all possible alternatives have been exhausted before ending tenancy for a resident that will result in a return to homelessness.
  • Responsible for effective supervision and deployment of property management staff including hiring, training, coaching, and providing performance management duties.
  • Keeps abreast of changes in the field and maintains professional knowledge and training to ensure program success.
  • Participates in a wide variety of cross-agency meetings to increase the effectiveness and interaction between departments and programs.
  • Other duties as assigned.

  • MINIMUM QUALIFICATIONS/EXPERTISE:
    • Bachelor's Degree and/or certificate in property management required; certificate preferred.
    • Minimum of five (5) years of relevant experience required.
    • Knowledge of and experience with federal, state, and local affordable housing programs rules and regulations.
    • Ability to work with diverse and/or low-income populations, including those who may be experiencing homelessness, unstable housing, and/or mental illness.
