Job Announcement
This position assists county and regional partner agencies with emergency management mitigation, response, preparedness, and recovery planning initiatives. Works with and assist all county agencies and regional partners in the development of their plans and procedures in compliance with all local, state, or federal regulations. Researches, develops, writes, and maintains assigned county emergency plans and procedures to ensure compliance with NIMS, CPG 101, EMAP and all related local, state & federal regulations, as required. Supervises assigned staff to support local and regional planning and recovery initiatives. Supervises staff that researches national/regional best practices, revises, and maintains assigned emergency planning subcommittee staff. Directs its staff to conduct educational and community outreach staff per agency requirements. Serves as a Department of Emergency Management and Security project manager and member of the department s regional DEMS planning staff. The position will be classified as essential personnel and is required to serve as a member of an assigned Emergency Operations Center team upon activation, which could include extended hours (12-hour shifts) over multiple days. Works under the direction of the Assistant Coordinator of Planning and Program Analysis.

Illustrative Duties

  • Acts as a senior project officer thus insuring a high degree of performance for a diverse and highly complex county-level emergency management programs;
  • Regularly facilitates and convenes meetings with county agencies, recommends appropriate courses of emergency action, establishes emergency planning guidelines, and ensures compliance with federal, state and county emergency management guidance;
  • Conducts research, prepares, develops and maintains identified emergency management plans and procedures as necessary to assure the timely, efficient and effective response to and recovery from identified emergencies;
  • Prepares both written and oral reports describing procedures, projects, and activities of Emergency Management program;
  • Plans, conducts training and exercises to validate/enhance emergency operations, plans and procedures. Integrates lessons learned into emergency plans and procedures;
  • Conducts independent research, prepares, develops and manages assigned projects/ programs in a variety of complex emergency management areas;
  • On a rotational basis, serves as emergency management staff duty officer. On an as-needed basis, responds to major fire scenes, weather emergencies, emergency medical scenes, hazardous materials events and other significant events to provide coordination and liaison between local, state, federal and private sector agencies;
  • Supervises assigned emergency support functions (ESF) and EOC personnel to mobilize/manage resources during an EOC activation;
  • Plans and manages multiple agency response initiatives during an emergency;
  • Evaluate new technology for applicability and enhanced effectiveness;
  • May supervise other employees on a recurring or project basis.

MINIMUM QUALIFICATIONS:

Graduation from an accredited four-year college or university with a degree in business administration, public safety, emergency management or related fields; plus four years of professional work experience in emergency management or public safety.

PREFERRED QUALIFICATIONS:
Advanced knowledge, understanding and proficiency of the principles and practices of Emergency Management and knowledge areas including, but not limited to, National Incident Management System (NIMS) and Incident Command System (ICS), National Response Framework (NRF), Hazard Mitigation, Recovery Operations, and others. Ability to manage large projects, create project teams, manage project scope, keep projects on task and target, ensure project deliverables are completed.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position will be required to complete a criminal background check and driving record check to the satisfaction of the employer.

PHYSICAL REQUIREMENTS:
The position requires individual to be able to lift up to 25 pounds, speak articulately in person and on the telephone, work long periods at a desk and participate as required as a civilian member of an emergency response organization.
