JOB SUMMARY: Under the general direction of the Executive Director for Business and Operations, the Director plans, organizes and directs the district's Human Resources Department, while promoting the overall effectiveness of the school system through effective recruitment, hiring and retention strategies. The Director oversees classification and compensation review, labor management, evaluation and certification tracking, handbooks, Paraeducator certificate program(s), leave requests, and HIB, civil rights and Title IX compliance. The Director also facilitates bargaining under the guidance of the Executive Director and Superintendent. The incumbent will perform other organizationally related tasks as directed by their supervisor and the Superintendent.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
This job description is intended to describe the nature and level of work being performed by people assigned to this position. It is not to be construed as an exhaustive list of all responsibilities and duties required of the job incumbents. All personnel may be required to perform duties outside their normal responsibilities from time to time, as needed.Supervises and manages day-to-day operations of the Human Resources Department, including leading, mentoring and evaluating the performance of assigned personnel. Oversees the development, communication and enforcement of district policies and procedures ensuring clarity and resolution across the organization, while collaborating with stakeholders to address issues in alignment with district guidelines. Develops and oversees recruitment planning and operations related to hiring which include implementing recruitment and retention strategies that ensure competitive hiring timelines and implement valid selection processes, including job-related assessments and other screening activities. Facilitates bargaining efforts in collaboration with Business and Operations administration, ensuring that agreements are reached through effective communication, mutual understanding, and teamwork. Oversees the implementation of collective bargaining agreements (CBAs). Oversees employee and labor management efforts, emphasizing teamwork so that all parties feel heard and that agreements reflect mutual understanding while still supporting the district's objectives. Manages and processes employee leave and accommodation requests, ensuring compliance with district policies, CBAs, the Family and Medical Leave Act (FMLA), Paid Family Medical Leave (PFML), and the Americans with Disabilities Act (ADA). Serves as the primary point of contact and Compliance Officer for Civil Rights and Harassment, Intimidation, and Bullying (HIB) complaints. Provides training and resources to district staff and students to promote a safe and inclusive environment. Serves as the Title IX and Gender Inclusive Coordinator while overseeing the district's compliance to confirm that all students have equal access to educational opportunities, regardless of gender. Promotes inclusivity and non-discrimination. Leads and conducts comprehensive reviews and analyses of employee classification and compensation structures. Ensures alignment with district goals, labor market trends, and legal requirements, and make recommendations for improvements. Collaborates with district leadership to identify professional development needs and design training programs that support both individual and district-wide goals (e.g., Paraeducator FCS) while fostering a culture of continuous improvement. Develops, oversees and coordinates monitoring of performance assessment and employee job related licensure data (e.g., certification, endorsements, first aid). Ensures timely distribution of notifications to employees and their supervisors regarding compliance. Manages and monitors the Human Resources department's annual budget, ensuring that resources are allocated efficiently to support department initiatives and district priorities. Develops, updates, and maintains the district's employee and substitute handbooks to ensure they reflect current policies, legal requirements, and best practices in human resources management. Participates in various district teams and committees, contributing to decision-making processes, strategic planning, and organizational development efforts to support district goals. Perform other job-related duties as requested.

Education and Experience:
Bachelor's degree in Business Administration or Human Resource Management and three (3) years of progressively responsible related experience, or a master's degree in Business Administration or Public Administration and one (1) year of progressively responsible related experience, or, any combination of targeted job-related education and experience which provides the applicant with the requisite knowledge, skills, and ability to perform the work and that meets applicable requirements of the position may be considered. Past public sector work experience in Human Resources preferred.
REQUIRED LICENSES/SPECIAL REQUIREMENTS:
Prospective employees who are likely to have unsupervised access to children, disabled persons or vulnerable adults during the course of employment will undergo a background check clearance based on the laws declared by RCW Chapter 43.43.830. Must complete a Sexual Misconduct Disclosure process with results satisfactory to the district. Must have reliable transportation to/from district campus sites, as well as other meeting locations in the Puget Sound region. SPHR or PHR certification from SHRM, HRCI or similar certification from another program is highly desired.

WORK ENVIRONMENT:
The physical demands described within this job description are representative of those that must be met by an employee to successfully perform the essential functions of this job, with or without reasonable accommodation.
This position requires concentration to detail. Incumbent will likely experience frequent interruptions, while still being required to meet inflexible deadlines. Must have precise control of fingers and hand movements. Will experience demands from a variety of situations and people, including staff and community. May deal with angry or distraught people from time to time. Frequent focus on a computer screen for extended periods of time will occur. Sitting, walking, bending, twisting and standing are part of the daily physical functions of the job. Lifting up to 15 pounds and/or transferring weighted items to equipment for transport occurs occasionally. May be required to attend evening meetings or activities occasionally. Some meetings or conferences may fall on the weekend. Will be required to operate a motor vehicle on public roads or find an alternative mode of transportation which supports the incumbent's punctual attendance at district related activities.
