JOB PURPOSE
This position is an integral part of the Finance department and is responsible for oversight of all payrolls and benefits and completion of payroll reporting and reconciliations. This position will supervise the day-to-day operations of the payroll department and work closely with Finance and People & Culture to support organizational reporting, process, and project needs.
This position leads payroll issue resolution and the improvement, development, and documentation of payroll procedures.

This is a bargaining unit role with CUPE Local 1760. This position is at pay grade 38, which is $85,931.62 annually.
Candidates must live within 60 KMs (commuting distance) from our office as this position is currently a hybrid role and office attendance is required.

JOB PURPOSE

DUTIES & RESPONSIBILITIES
- Lead the development, documentation, and maintenance of practices and procedures for payroll and benefits, ensuring compliance with legislation, collective agreements and company policies
- Review, identify, recommend, and develop payroll process improvements and software innovations
- Supervise day-to-day activities of other payroll staff (the administrator and coordinator position)
- Administer payroll projects and work closely with Finance, People & Culture, and other cross-functional teams on this and other project work
- Administer and maintain Payroll Help Desk (JIRA)
- Develop training documents, train and support payroll staff
- Oversight of full cycle payroll processing and benefit administration
- Processing, reporting, and reconciliation of source deductions and employee benefits
- Prepare and process tax forms and government remittances
- Support implementation and maintenance of payroll-related software and programs
- ADP Custom Reporting Development
- Collaborate with P&C on process development, implementation, and support
- Prepare working papers and reports in support of various payroll and benefit accruals, data analysis, and year-end audit requirements
- Complete year end processes and reporting, produces T4s, and responds to inquiries
- Process pension plan contributions and supports plan administration, reporting, and reconciliation
- Prepare WorkSafeBC and EHT reconciliations for internal verification
- Respond to oral and written inquiries from internal and external sources based on knowledge of standard departmental guidelines, procedures and policies.
- Ensure appropriate levels of confidentiality and security are applied to payroll / benefits information
- Post payroll and benefit transactions into the accounting software
- Monitor all aspects of payroll for errors, investigates and corrects immediately.
- Support Finance with reconciliations between payroll software and accounting software
- Administer and maintain Payroll software, performing as subject matter expert
- Facilitate and coordinate with ADP WFN to manage payroll and payroll codes within the software
- Responsible for fulfilling external audit (government and/or financial statement) requirements related to payroll
- May participate in community engagement or fundraising activities
- Perform other duties related to the qualifications and requirements of the job
- Prepare working papers and reports in support of various payroll and benefit accruals, data analysis, and year audit requirements
- Back-up support for payroll processing as needed
QUALIFICATIONS & REQUIREMENTS
Experience & Education:
- Minimum 3 years experience in payroll administration
- 2-year post-secondary program in payroll, accounting or other relevant discipline
- Canadian Payroll Compliance Practitioner (PCP) Certification a requirement
- Experience with HRIS/human capital systems - ADP Workforce Now preferred
- Experience with managing multiple union agreements simultaneously preferred
Skills:
- Proficiency in the use of MS Office applications including Word, Excel, and SharePoint
- Proficiency in the use of ADP WorkForceNow
- Ability to supervise other staff and delegate tasks
- Sound organizational skills. Proven ability to manage multiple activities and tasks simultaneously according to agreed upon schedules and deadlines
- Must be able to meet assigned objectives by adapting and modifying the sequence of work methods and standards to meet changing conditions
- Comprehensive understanding of payroll requirements, best practices and tools
- Ability to exercise a high level of tact and discretion in both internal and external communications
- Excellent communication skills. Ability to compose simple, clear, concise correspondence
- Excellent interpersonal skills, demonstrate a customer/employee focus
- Ability to adjust to changes in technology and processes
- Ability to build and maintain relationships with all staff
WORKING CONDITIONS
- While most of this work may be performed at any location, Burnaby is the preferred location
- Some hours outside of business hours will be required
