Why does the job exist?

This position is responsible for managing on-the-ground projects to improve surface water quality and river habitat and provides technical assistance to senior staff and stakeholders related to development of new watershed-based plans for future water quality improvement projects. The goal of the River Stewardship Program is to fund projects that enhance the health of rivers by addressing the root causes of poor water quality and stream habitat. Eligible applicants for the River Stewardship Program include local agencies (including cities, counties, and Soil and Water Conservation Districts), for-profit and not-for-profit organizations, and Indian Nations, Pueblos, and Tribes.

How does it get done?

- Develop new projects through inter-agency and local coordination
- Prepare work plans, technical water resource articles, and project reports
- Assist with procurement for large and small projects, including requests for proposals (RFPs)
- Lead and provide oversight for stream and watershed restoration projects
- Participate on project proposal evaluation committees
- Plan budgets for projects and track and report expenditures to Program Manager and Supervisor
- Manage projects and oversee contracts, conduct site evaluations of completed work, and resolve problems that may arise
- Conduct or support watershed-based planning and wetlands planning in cooperation with partner organizations
- Review Clean Water Act Section 404 permits and permitted activities
- Draft Clean Water Act Section 401 water quality certifications
- Help review and comment on New Mexico Mining Act permit applications for regulated mining activities that may impact surface water quality
- Provide technical support for water quality protection
- Perform independent water resource inspections and investigations involving unauthorized dredging and filling of waters or disposal of refuse in a watercourse
- Report inspection findings to the Surface Water Quality Bureau (SWQB) management team for administrative decisions
- Handle outreach and provide assistance to stakeholders to develop projects to improve surface water quality and river habitat
- Coordinate with other coworkers, agencies, watershed groups and stakeholders to effectively manage water resources at the local, regional, and/or basin or interstate scale

Ideal Candidate

An ideal candidate will have experience in the following:
- Working in water resources management (including range, wildlife, or forest management) or fisheries biology
- Applying restoration and habitat improvement methods applicable to streams and wetlands
- Understanding New Mexico's rivers and streams and the state and federal agencies responsible for their management
- Utilizing limited to moderately complex technical skill in biology, hydrology, geology, soils, and geospatial analyses to perform standard water resources assignments, such as ongoing planning, restoration, mapping, and monitoring projects to protect and improve water resources

Minimum Qualification

Bachelor's degree in Agriculture Science, Hydrology, Geology, Environmental Science, Water Resources, Watershed Management, Physics, Natural Science, Physical Science, Life Science, Biology, Chemistry, Geography, Forestry/Forest Science, Conservation Science, Wildlife Science, Emergency Management, or Engineering and two (2) years of relevant experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience.

If Minimum Qualification requires a specific number of "semester hours" in a field (e.g. 6 semester hours in Accounting), applicants MUST have those semester hours in order to meet the minimum qualifications. No substitutions apply for semester hours.

Employment Requirements

Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course certificate from the State of New Mexico or must pass and receive a Defensive Driving Course certificate as a condition of continued employment.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Requires lifting and bending associated with filing, and managing office supplies, and equipment. Must be able to lift 25 lbs. Requires some overnight travel and ability to walk and hike on uneven ground for meetings and to visit project sites. Must have the ability to drive large 4WD field vehicles (e.g., Chevy Suburban, Ford F-150, Ford Expedition, Toyota Tacoma, etc).
