SDOT has an exciting opportunity for a collaborative and technology-savvy Portfolio & Project Controls Manager (Manager 1) on our Portfolio and Project Controlsteam within the Finance and Administration Division. This key team member supports the shaping of departmental project monitoring and reporting processes and tools. This position reports to the Portfolio and Project Controls Supervisor. It acts as a leader in ensuring the Portfolio and Project Controls team continues to innovate by developing new tools and refining existing methods. Additionally, this supervisory role will help lead and support the work of portfolio management and project controls department-wide to further a culture of transparency and accountability for operations, maintenance, and capital infrastructure projects that help shape the City. The position involves working across the entire organization, as well as collaborating with staff from other departments within the City. Job Responsibilities

  • Refines existing tools and develops new tools that enhance program and project delivery and portfolio management and controls.
  • Leads the expansion of PPM (Portfolio Project Management) software for use in other divisions to facilitate getting more project scope, schedule budget, cost and risk information into PPM's database to increase the content and benefits of portfolio assessments and reporting.
  • Supports Divisions by providing project controls services. This includes baselining, realigning and analyzing program and project workplans, coordinating with program owners and project managers to document changes in scope, schedule, cost, budget, risks, and ensure that tracking/reporting mechanisms accurately reflect program and project status.
  • Supports the implementation and ongoing operation of the PPM software system, including developing, documenting, and implementing new or updated business process standards, guidelines, and tools/systems.
  • Supports the team to offer and develop continuous improvement initiatives and insights for project delivery and controls.
  • Acts as a liaison with Finance Analysts on funding plans for SDOT's capital projects.
  • Leads and supports the development of dashboards and reports utilizing a variety of data sources and software, including, but not limited to: MS Power BI, MS Excel, Tableau, Clarity PPM.

Qualifications
Minimum Qualifications:
Education:
  • Bachelor's DegreeinArchitecture, Civil Engineering, Construction Management, or related field

Experience:
  • Three (3) years of experience working with Transportation infrastructure capital project management or closely related civil engineering field, and/or portfolio and project controls on civil infrastructure capital projects.
  • One (1) year of supervisory experiencethat includes the assignment of employee work, employee evaluation, and performance management.

OR: An equivalent combination of education and experience that demonstrates the ability to perform the position duties.

Though not requirements, strong candidates will have some of the following experience or are able to describe comparable experience:
  • Three (3) years of experience working with portfolio and / or project controls on large and complex capital projects.
  • One (1) year of supervisory experience that includes the assignment of employee work, employee evaluation, and performance management.
  • Proficient in MS Power BI, MS Excel, Tableau, Clarity PPM, and MS Word.
  • Strong team building and collaboration skills and willingness to work with different teams across the department to accomplish work objectives.
  • Effective communication skills, including verbal, written, and presentation capabilities to a wide range of audiences.
  • Excellent written and oral communication skills and a high level of customer service skill
  • Attention to detail, organization, and the ability to actively manage multiple processes

Other Requirements:
Work Environment/Physical Demands:
  • Work is typically performed in a hybrid work environment in which a minimum of 3 days of the work is completed in a City office, and 2 days of the work is completed remotely in a regular 40-hour work week.

    The City's full salary range for this position is $50.08 - $75.12 hourly.
