Position Summary: The Construction Project Manager & Estimator is a hybrid role responsible for planning, supervising, and estimating construction projects from start to finish for Oxford Construction. This position requires strong leadership, cost analysis expertise, and a commitment to delivering high-quality results on time and within budget. Projects range in size and complexity from $5,000 to $5 million in value.

Key Responsibilities:

Project Management:
  • Oversee the creation of budgetary estimates by the Cost Estimator.
  • Define project scopes and determine the resources required.
  • Develop and communicate construction project schedules with clearly identified milestones.
  • Bid, qualify, and negotiate contracts with external vendors to achieve planned profit goals.
  • Obtain necessary permits and coordinate with building officials when required.
  • Plan and allocate resources (manpower, equipment, materials) effectively.
  • Facilitate construction operations and schedule phases to ensure timely completion.
  • Oversee the procurement of equipment and materials, monitoring inventory to prevent delays.
  • Assign responsibilities and hire contractors as needed.
  • Conduct regular progress meetings with project teams to ensure client satisfaction.
  • Collaborate with engineers, architects, and other professionals to clarify project specifications.
  • Track project progress and prepare detailed reports.
  • Create RFIs and maintain an organized log.
  • Coordinate client move-ins and final hand-offs with Property Management.
  • Work with the AP/AR team to manage project budgets, approve subcontractor payments, and track retainage.
  • Mentor and guide junior staff members.
  • Foster a positive work environment and build strong relationships with clients and partners.
  • Ensure a clean, safe, and organized job site by:
    • Coordinating site logistics, including access, cleanup, protection measures, and signage.
    • Communicating with property management about temporary impacts on neighboring areas.
    • Supervising on-site activities of vendors, Superintendents, and Project Engineers.
    • Inspecting vendor work quality and ensuring project completeness.
    • Managing site labor needs and maintaining cleanliness.
  • Take ultimate responsibility for project performance, including schedule, budget, and client satisfaction.

  • Estimating:
  • Analyze project plans, specifications, and other documents to define the scope of work.
  • Conduct site visits for accurate cost estimation.
  • Prepare comprehensive cost estimates, including labor, materials, equipment, and subcontractor expenses.
  • Leverage historical data and market trends for competitive pricing.
  • Maintain and update a database of unit costs and production rates.
  • Assemble and submit detailed bid packages.
  • Negotiate with clients, suppliers, and subcontractors to finalize pricing and contracts.
  • Identify cost-saving opportunities and explore alternative construction methods and materials.
  • Collaborate with design teams to balance cost optimization with quality standards.

  • Job Requirements:
  • Expertise in Procore, including Estimating, Takeoffs, and Project Management modules is preferred.
  • Bachelor's degree in a related field (preferred) and 8+ years of construction project management or estimating experience, or equivalent education and experience.
  • Strong organizational, time management, and multitasking skills.
  • Proficiency in Microsoft Office; familiarity with Bluebeam, Smartsheet, Monday.com is a plus.
  • Proven ability to thrive in a fast-paced environment.
  • Valid driver's license and automobile insurance; ability to provide reliable transportation.
  • Positive attitude and commitment to excellence.
  • Experience in healthcare construction is a plus.

  • Work Environment: This role combines office-based estimating and project planning with on-site supervision. Travel may be required depending on project locations.
