JOB SUMMARY
Serves as the Chief Procurement Officer for the organization. Responsible for the direct supervision of staff within the Purchasing Office.
ESSENTIAL JOB FUNCTIONS
- Coordinates the centralized purchasing operation to support all schools, departments, and agencies.
- Prepares the bid scope, specification, and contract documents for the procurement of services, supplies, materials, and equipment.
- Administers the bidding, evaluation, and appeal processes in accordance with industry best practices
- Prepares recommendation of bid awards to the elected Board of Education.
- Supervises and coordinates storage, delivery, and distribution systems.
- Works with end users on vendor performance monitoring, management, problem resolution and communications.
- Maintains the fixed asset management system.
- Oversees disposition of surplus assets.
- Other duties as assigned.
MINIMUM REQUIREMENTS
- Bachelor's degree in business or a related discipline from an accredited college/university.
- Ten (10) years' experience in procurement, preferably in public education or local government.
- Nationally recognized certification in public procurement (NIGP-CPP, CPPO, CPPB, CPPM) preferred.
- Demonstrated proficiency in Microsoft Word, Excel, and Outlook, .and procurement software systems.
- Three (3) years' supervisory level experience desirable.
- Demonstrated ability to exercise good judgment in decision making; display excellent oral and written communication; working with a minimum of direct supervision; excellent attention to detail; and carrying out projects to completion.
