Procurement Manager

Location: Corpus Christi, TX, or Houston, TX

Full-Time, Salary

A brief description of responsibilities is listed below, but not limited to:
  • Provide highly-skilled leadership over purchasing/warehouse operations for the following areas of work:
    • Automation, Instrumentation, and Controls
    • Industrial: Distribution Centers, Data Storage Facilities, Manufacturing
    • Upstream, Midstream, and Downstream Oil/Gas Industries
    • Renewable Energy & Energy Storage (EV Service Providers (EVSPs) EV Charging Stations, Solar Power, Wind Turbines, Battery Energy Storage Systems (BESS))
  • Virtually self-supervising and assume direct accountability for procurement department's product and goals.
  • Provide leadership for the successful day to day operations of the assigned projects.
  • Develop, hone, and execute improved procurement strategies.
  • Develop, obtain and certify CEC Energy under ISO 9001 standards.
  • Issues purchase orders and/or contracts using various types of purchasing methodology.
  • Identify and source new suppliers and vendors.
  • Manage vendor and supplier selection process based on price, quality, support, capacity, and reliability.
  • Establish and update an approved vendor/supplier database.
  • Develop, negotiate and administer purchasing agreements and contracts with suppliers in support of organizational requirements.
  • Measure and manage the vendor and supplier cost, quality and delivery performance.
  • Oversee supplier compliance with internal quality standards and external regulations.
  • Delegate tasks and lead the work of purchasing and stock/inventory personnel across all regions.
  • Identify any waste, inefficiencies, or service inconsistencies to determine areas of improvement in purchasing/warehouse operations.
  • Create and monitor key performance indicators to ensure operational efficiencies, notify the Executive Management Team of any major issues or concerns.
  • Provide quick and effective responses and resolution to internal and external customers ensuring that the problem resolution standards are understood and followed by all staff within your area of responsibility.
  • Manage risk and ensure policies, procedures and controls are in place to minimize losses.
  • Travel to locations to perform (but not limited to) inventories, vendor meetings, and project ordering.
  • Ensure all material requisitions, contracts, purchases orders and receipts is properly coded, input and tracked into Viewpoint.
  • Become the subject matter expert regarding the Viewpoint Purchasing and Warehouse Modules.
  • Fosters and ensures implementation of the corporate safety environment for all employees of CEC to follow and ensure CEC's safety goals are met or exceeded.
  • Develop and participate in decision-making and long-range planning activities.
  • Maintain and redevelop existing Purchasing Service Agreements.
  • Be available on weekends and after hours, as required, for community and/or customer events and to provide customer service as it relates to questions and/or concerns.
  • Be willing to travel and stay overnight as required.
  • Maintain a professional appearance and always conduct business in a professional manner. Live and foster CEC's STRIVE system of values.
  • Perform other duties as required.


Qualifications:
  • Bachelor's degree in Supply Chain Management or related field.
  • Minimum of 5 years in a procurement or purchasing role, preferably for electrical or industrial construction industry.
  • Experience in sourcing, supplier negotiations, and contract management.
  • Proficient computer skills - MS Office Suite, Vendor Management Systems, and AI utilization
  • Proven ability to collaborate with different teams to proactively and promptly resolve issues.
  • Excellent verbal and written communication skills, with strong abilities in identifying cost-savings solutions and growing supplier relationships.
  • Strong leadership skills with the ability to develop and train a team.
