The Tilhqot'in National Government (TNG) is the official First Nations government serving the Tilhqot'in Nation. TNG offices are located in Williams Lake, British Columbia and serves six communities, including Esdilagh, Tideldel, Yuneit'in, Tl'etinqox, Xeni Gwet'in, and Tl'esqox.

Tsilhqot'in National Government (TNG) is currently hiring a full-time Housing & Infrastructure Manager to join our team in Williams Lake, BC. The successful candidate will be a key member of the team. As the Housing & Infrastructure Manager for the Tilhqot'in Nation, your role is to assist the Tilhqot'in Chiefs and the Tilhqot'in National Government's Executive to transform the lives of the Tilhqot'in families and Communities where it matters most - in their homes. The mandate is to coordinate and support the Communities to maximize but also move beyond the broken Indigenous and Northern Affairs Canada (INAC) and Indigenous Services Canada (ISC) housing policies that have failed Indigenous peoples for generations - and help create a new, Indigenous-led path that is self-determining, culturally-appropriate, and holistic.

Key Responsibilities:

Serve as the Team Manager for Tilhqot'in Nation housing and infrastructure strategy, planning and implementation, exercising managing responsibility and authority within the mandate provided by Chiefs and the Executive Lead

Engage with the Tilhqot'in Leadership and Communities to develop mandates and direction

Regularly update the "Community Governance Services" Portfolio Chief and collaboratively develop advice to the Tilhqot'in Leadership

Coordinate and provide Nation-level support to Community Housing Managers and Housing & Infrastructure Authority members

Chair and organize the Tilhqot'in Nation Housing & Infrastructure Authority as a community of practice

Monitor Nation-level relationships with builders, trades and suppliers and develop approved builders, trades and suppliers list

Prepare briefing notes and reports

Prepare and submit detailed grant proposals

Research new funding opportunities and make appropriate recommendations

Prepare and maintain detailed reports on funding allocation and utilization

Develop Nation-level initiatives to support the housing aspirations of the Communities (e.g. best practices, standardized housing policies, Tilhqot'in building code)

Develop Nation-level initiatives to support infrastructure aspirations of the Communities (e.g. roads, sidewalks, water, sewer, power etc.)

Provide support to community capital projects as required

Provide support for Nation capital projects as required (e.g. office buildings, storage facilities, emergency centers etc.)

Draw on success stories and innovative practices from across Canada to inform the made-in-Tilhqot'in approach

Support the development and implementation of trades and housing related training at the Nation level

Collaborate with other senior TNG officials to maximize and coordinate opportunities for the Tilhqot'in Nation and Communities related to housing and infrastructure (e.g. economic development, jobs and training, emergency management, social and cultural wellness, lands and resources, governance, health services and other areas)

Develop and execute budgets, specific work plans; create project metrics to measure progress

Report regularly to Chiefs and Senior Advisor to Housing & infrastructure

Additional duties as required

Supervisory duties:

Manage and oversee employees and contractors

Communicate the organizational goals and needs

Oversee employee performance and identify development needs

Set goals and deadlines that comply with the organizations plans and visions

Ensure that employees understand their duties or delegated tasks

Monitor employee productivity and provide constructive feedback and coaching

Requirements:

Post-Secondary Degree or Diploma in related field

Minimum 5 years of supervisory work experience required

Excellent working knowledge of Federal/Provincial building Codes

Working knowledge of building trades, services and suppliers

Excellent financial and budget management experience

Excellent knowledge of computers and Microsoft software

Knowledge of First Nation traditions, cultures, values and protocols

Experience with data collection, analysis and reporting

Experience working with and conducting engagement with First Nation leadership and communities

Excellent communication and problem-solving skills

Ability to work under pressure in a dynamic environment

Valid Class 5 BC Driver's License
