PACO Group, Inc. (PACO) is seeking a Resident Engineer to support WMATA's capital improvement, rehabilitation, and state of good repair programs. In this role, you will act as the on-site authority for project activities, ensuring that construction operations align with the approved plans, specifications, safety standards, and WMATA's overall objectives.

The Resident Engineer will serve as the on-site liaison between contractors, WMATA representatives, and project managers. You will oversee day-to-day construction activities, verify quality and compliance, track progress against the project schedule, and proactively address challenges to maintain safety and efficiency.

Scope of Work
The Resident Engineer will serve as the on-site liaison between contractors, WMATA representatives, and project managers. You will oversee day-to-day construction activities, verify quality and compliance, track progress against the project schedule, and proactively address challenges to maintain safety and efficiency.
Key Responsibilities
- Monitor and document daily construction operations to ensure adherence to project plans and specifications.
- Identify and resolve on-site issues, coordinating with contractors and internal teams.
- Conduct regular site inspections and audits to verify compliance with WMATA standards, codes, and regulations.
- Oversee materials testing, review submittals, and maintain accurate records.
- Collaborate with project managers, contractors, and stakeholders to align construction activities with project timelines and budgets.
- Provide status updates, issue escalation, and recommendations for corrective actions.
- Enforce all applicable safety standards and protocols, ensuring a safe working environment.
- Investigate and document incidents, proposing measures to mitigate future risks.
- Prepare daily, weekly, and monthly progress reports, capturing key metrics and milestones.
- Maintain thorough records of changes, inspections, and communication logs.
- Education & Experience
- Bachelor's degree in Civil Engineering, Construction Management, or a related field.
- 5 years of on-site construction experience in heavy civil or transit infrastructure projects; prior WMATA or rail transit experience is a plus.
- Professional Engineer (PE) license or EIT certification preferred.
- Technical Skills
- Strong knowledge of construction methods, materials testing, and codes/standards.
- Proficiency with project management software (e.g., Primavera, MS Project) and Microsoft Office (Word, Excel, Outlook).
- Communication & Collaboration
- Excellent written and verbal communication skills for interfacing with contractors, management, and stakeholders.
- Proven ability to lead site meetings, clarify technical issues, and coordinate multidisciplinary teams.
- Additional Requirements
- Valid driver's license.
- Ability to pass required security clearances or background checks, as necessary.
