Position Description :
This position is responsible for managing quality assurance programs within the Health Services Agency to meet state, federal, and local regulations. The incumbent assumes responsibility for quality assurance program development and management including responsibility for the development and implementation of goals, objectives, policies and priorities for all assigned operations and activities. Performance of the work requires the use of considerable independence, initiative, and discretion within established guidelines.
Examples of Duties

  • Plans, organizes, and performs duties related to Quality Improvement/Assurance Program (QI/QA);
  • Administers managed care plan activities, audits organizational providers and authorizes out-of-County Medi-Cal utilization;
  • Develops and provides training to service providers on professional responsibilities, technical skills, quality of care, scope of practice and on issues related to program compliance and integrity.

Education, Experience & Licenses

Any combination of training and experience which would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:
  • Equivalent to completion of high school (12th grade);
  • Graduation from an accredited four-year college or university with a Bachelor's Degree in Nursing or a Master's Degree in Social Work or Psychology; or Doctoral Degree in Clinical Psychology.
  • Five years experience in mental health or other related field with increasing responsibilities. Prefer at least one year experience overseeing a mental health program and/or staff in medical or social work setting.
Other combinations of education and experience may be considered.

License & Special Requirements:
  • Requires a valid California driver's license.
  • A valid California license to practice as a Registered Nurse; or as a Licensed Clinical Social Worker; or as a Licensed Marriage Family Therapist; or as a Licensed Clinical Psychologist.
  • Must complete periodic continuing education coursework as required to maintain active licensure.
  • Must possess or be willing to obtain a National Provider Identifier (NPI).

The department currently has one (1) vacancy.

In addition, Tehama County is establishing an eligibility list to fill future vacancies for a Quality Assurance Manager, as well as subsequent vacancies, which occur during the life of the eligibility list.

Testing Dates:

March 5-10, 2025. Testing will be provided via email.
Tentative Interview Date:

Monday, March 17, 2025 from 9:00am to 11:00am.

New employees should anticipate being hired at the beginning step of the salary range. Candidates who exceed entry level qualifications may be considered, with approval from the Board of Supervisors, for placement at other than A step.

*Rates listed in this flyer represent a full-time employee's accrual rate and health insurance premium rate. Part-time employees will have pro-rated accruals and health insurance premium rates based on the number of hours they work.

SALARY:
  • Annual salary step increases based upon satisfactory performance and completion of one year of employment (Step A to E).

HEALTH:
  • Approximately 80% of the premium for medical, dental, and vision plan is paid by the County (EPO Plan). The plan covers the employee and all eligible dependents at NO ADDITIONAL COST!
  • Employee premiums are $234.54 per month as of January 1, 2025 for employee and all eligible dependents.

PAID LEAVES:
  • Benefits also include an annual paid leave plan of
    • 96 hours of vacation (increases upon continuous years of service)
    • 96 hours of sick leave
    • 14 paid holidays plus one 8 hour personal holiday
LIFE INSURANCE:
  • Approximately 80% of the premium for a $30,000 life insurance plan for the employee is paid for by the County.

RETIREMENT:
  • A retirement plan through CalPERS.
    • CalPERS Formulas:
      • Classic member = 2% @ 55
      • New Member = 2% @ 62
  • A Deferred Compensation retirement plan option with a County match of up to a maximum of $60 per month.
