The Finance Director supervises and manages organization programs and personnel, in addition to providing an oversight of contracts including subcontractor agreements, grants, and IHS compact and funding agreements.

Duties:

Responsible for promoting the goals and objectives of the Tribe, specifically RHC mission, vision, and values. Develops and manages strategies to ensure effective financial planning and analysis. Reviews RHC strategies and determines financial resource requirements and goals. Develops tactical goals for the division; determines scope and priorities of projects; coordinates resources required to achieve goals. Supervises the RHC financial reporting and budgeting functions, monitors analysis of budget and financial variables, revenue cycle and financial planning activities. Organizes and utilizes diverse funding streams to attain specific funding stream deliverables and achieve overall organizational goals. Oversees and directs budgeting, accounts receivable and payable, billing, auditing, payroll, tax accounting, contract health services, purchasing, and insurance activities for the organization. Responsible for managing the Fiscal Department, including staff and staff development, in accordance with established policy and procedure. Manages and schedules assigned staff. Responsible for hiring, orienting, and evaluations of all departmental staff. Develop goals and assign tasks and projects. Develop staff skills and training plans. Counsels, trains and coaches financial and operations managers. Implements corrective actions and conducts performance evaluations. Provides leadership, direction and guidance in financial and technical strategies and priorities. Identifies, prioritizes, and escalates issues as appropriate for consideration and review by the Executive Director and Governing Board (Tribal Council). Organize and track various action items, following up as needed to ensure completion or appropriate updates. Provides financial advice to the Executive Director, Tribal CEO, and Tribal Council including making and/or negotiating fiscal- and revenue-related decisions for budgetary and strategic planning. Monitors cash flow and prepares annual/monthly cash flow forecasts. Provides oversight of revenue cycle processes and works quickly to identify needed improvements, opportunities for growth and development, and troubleshoots as needed to ensure collection of potential revenue.

Qualifications:

Master's degree in Business Administration (MBA) and one year of experience in managing a financial office or finance-related section that required supervision of personnel and working in the general ledger; or, Bachelor degree in business, accounting or a related field that includes managing accounting controls, finance or strategy, and/or auditing, 5 years of experience in accounting work in the general ledger, and 3 years of documented supervisory experience; or, Associate degree in business, accounting, or a related field and 8 years of experience in accounting work in the general ledger, and 5 years of documented supervisory experience. Certified Public Accountant (CPA) preferred. Demonstrated experience of budget preparation and fiscal management. Must be able to combine, consolidate, and integrate all financial presentations. Experience which demonstrates requisite knowledge to develop, review, and administer fiscal, billing, and accounting policies and programs for RHC on a day-to-day basis. Work history that demonstrates Revenue Cycle knowledge required, IHS or tribal health knowledge preferred. Experience working with 638 Contracting Programs, 2 CFR part 200, subpart F., GASB, GAAP and governing laws to ensure effective budget administration, program analysis and support services. Possess strong computer operation knowledge including Windows and software programs (i.e., MS Word, MS Excel, accounting software and demonstrate a working knowledge of routine office hardware and equipment (e.g. printers, copiers, fax machines, etc.). High competency Excel is required. Grants management knowledge required.
