The City of Colorado Springs' Human Resources team is seeking an experienced and knowledgeable HR Supervisor - Benefits & Leave to lead the administration of employee and retiree benefits and leave programs. This position ensures compliance with federal, state, and local regulations, drives efficiency in benefits operations, and delivers exceptional service to employees. As a hands-on leader, you will manage daily operations in a dynamic environment, act as a subject matter expert, and oversee strategic initiatives to enhance the employee benefits experience.

The City of Colorado Springs' Human Resources team is seeking an experienced and knowledgeable HR Supervisor - Benefits & Leave to lead the administration of employee and retiree benefits and leave programs. This position ensures compliance with federal, state, and local regulations, drives efficiency in benefits operations, and delivers exceptional service to employees. As a hands-on leader, you will manage daily operations in a dynamic environment, act as a subject matter expert, and oversee strategic initiatives to enhance the employee benefits experience.
This Job Includes:
- Supervision & Leadership: Provide guidance, mentorship, and performance management to the Benefits & Leave team, ensuring effective service delivery and professional development.
- Benefits & Leave Administration: Oversee the day-to-day management of employee benefits programs, including health, dental, vision, life insurance, disability, and wellness initiatives, as well as leave programs such as FMLA, ADA, PWFA, and military leave.
- Compliance & Policy Implementation: Ensure adherence to federal, state, and local laws, including HIPAA, COBRA, FMLA, ADAAA, and PWFA. Collaborate with legal, payroll, and finance teams to interpret and implement policies.
- Employee Communication & Engagement: Develop and implement clear and engaging communication strategies for benefit offerings, open enrollment, and wellness initiatives. Provide training and resources for employees and HR staff.
- Vendor & Program Management: Oversee relationships with benefit providers, assist with vendor selection and contract negotiations, and ensure high-quality, cost-effective service delivery.
- Process Improvement & Strategic Planning: Identify opportunities to enhance benefits administration, streamline processes, and improve the overall employee experience.
- Financial Oversight: Assist in managing benefits funding, payments to vendors, budget planning, and cost analysis to support the City's self-funded plans.
- HRIS & Data Management: Maintain and optimize benefits data within HR systems (e.g., PeopleSoft, NeoGov), ensuring accuracy, compliance, and efficient reporting.
- Employee Support & Issue Resolution: Provide oversight and guidance in responding to employee inquiries, assisting with benefits enrollment, resolving claims issues, and supporting leave administration processes.
- Project Management: Lead benefits-related projects, including system implementations, RFP processes, and policy updates, ensuring seamless execution and adherence to best practices.
- Collaboration & Partnership: Work closely with HR leadership, risk management, legal, payroll, safety, and IT teams to ensure alignment in benefits and leave administration.
- Audits & Reporting: Conduct audits on benefit elections, leave utilization, and compliance requirements. Prepare reports and analytics to inform decision-making.

- Advanced knowledge of employee benefits administration, including health and wellness programs, retirement plans, and leave management.
- Familiarity with relevant laws and regulations (COBRA, HIPAA, FMLA, ADAAA, HFWA, CAA, MHPEA, PWFA and ACA).
- Experience with HRIS platforms, benefits databases, and reporting tools.
- Excellent written and verbal communication skills for composing materials and engaging employees.
- Ability to manage multiple priorities in a fast-paced environment while ensuring accuracy and compliance.
- Analytical and problem-solving skills to interpret data and develop strategic recommendations.
- Experience with process improvement, change management, and technology utilization in benefits administration.
- Ability to exercise judgment, make sound decisions quickly, and maintain confidentiality.
Minimum Qualifications
- Education: Bachelor's degree from an accredited college or university in public administration, business administration, or a related field
- Experience: Three years of full-time professional experience in benefits administration, human resources, or related field, including two years of supervisory or leadership experience
