The Indiana University Center for Global Health Equity (the Center) develops mutually beneficial partnerships across disciplines, schools, and countries to create and implement sustainable programs that improve health and human flourishing in underserved areas worldwide. Its flagship global health partnership is the Academic Model Providing Access to Healthcare (AMPATH), including AMPATH Kenya which represents a 35-year partnership with Moi University and a consortium of academic partners in the US, Canada and Europe. As the lead of the AMPATH consortium, the Center provides strategic leadership, administrative and management support to AMPATH including its partnership in Kenya and to new replication partnerships in Ghana, Mexico and Nepal.

Founded in 1969, the Regenstrief Institute is a local, national and global leader dedicated to a world where better information empowers people to end disease and realize true health. A key research partner to Indiana University and AMPATH, Regenstrief and its research scientists are responsible for a growing number of major healthcare innovations and research studies. Within Regenstrief's center for Health Informatics, the Global Health Informatics Program works closely with AMPATH and the larger global health community to achieve health equity for resource constrained communities through novel uses of health information technologies.

AMPATH Kenya was the site of the genesis and first implementation of OpenMRS, an open-source health information system, known as the AMPATH Medical Records System (AMRS). The Kenyan government has since adopted and implemented an OpenMRS platform across the entire country (KenyaEMR) supporting both HIV care delivery and primary care health systems more broadly. AMPATH has partnered with others to develop KenyaEMR version 3.0 and is committed to a process of transition of AMRS to KenyaEMR in a way that preserves key features of the AMRS that have been critical to supporting AMPATH's health systems strengthening effort and research and policy activities. These include programmatic real time data access and ownership, program level centralization with pushout functionality from a central location, point of care use by clinicians and other members of the health workforce, the ability to add locally developed new modules with control of dissemination and the capacity to conduct evaluation of new modules and interventions in terms of patient outcomes. This will enable AMPATH Kenya to continue to be an innovation hub in health informatics and health systems strengthening.

Additionally, The Regenstrief Global Health Informatics Program is an active partner to the Kenya Digital Health Agency, which has the responsibility for overseeing the digital health ecosystem within the country. Over the next 5-10 years, Regenstrief anticipates continuing to provide ongoing adaptive technical assistance and capacity development support to the Kenyan government and would benefit from local representation in these efforts.

Job Summary

The Assistant Director of Informatics takes a leading role in ensuring the seamless integration and optimization of Open MRS within AMPATH Kenya's care and research programs and represents AMPATH's informatics team to the country. The Assistant Director focuses on translating AMPATH's programmatic needs into actionable informatics strategies and solutions, ensuring data flow, system interoperability, and operational efficiency.

General Responsibilities
  • Provides day-to-day operational management of IT project management staff
  • Establishes short-term operational objectives.
  • Identifies operational issues and/or areas of improvement and implements solutions to improve processes and/or operational efficiency.
  • Analyzes, monitors, and evaluates performance of assigned staff; establishes work priorities, conducts performance reviews, provides corrective action as needed.
  • Ensures adequate staffing and effective scheduling; participates and informs employment decisions for assigned staff.
  • Provides direct supervision and oversight of assigned staff and activities; impacts, and is held accountable for, the performance of team and/or assigned staff.
  • Ensures and provides training to assigned staff to improve IT project management operations; researches and identifies development opportunities for assigned staff.
  • Keeps next-level leader(s) informed of trends as well as significant problems.

EDUCATION

Required
  • Bachelor's degree (preferably in related field)

Working Conditions / Demands

This role requires the ability to effectively communicate and to operate a computer and other standard office productivity equipment. The position involves sedentary work as well as periods of time moving around an office environment and the campus. The person in this role must be able to perform the essential functions with or without an accommodation.

This position requires a valid current passport and the ability to travel internationally, nationally, or locally.

The person in this role will need to travel regularly to Eldoret Kenya as necessary.

$87,000 - $97,000 per year based on experience and internal equity.
