SDOT has an exciting opportunity for a collaborative and detail-oriented Construction Inspector (Associate Civil Engineering Specialist) in our Capital Projects Division. In this role you will perform professional civil engineering work and contribute to the implementation and administration of alternative public works construction contracts. Job Responsibilities
- Assists with the administration of contractor progress payments by:
- Measuring and calculating quantities of work-in-place and tracking by the appropriate funding source.
- Preparing field construction records (FCR's) documenting work completed; tracking force account (FA) work; overseeing and managing documentation required for payment of materials on hand (MOH); creating, tracking, monitoring and maintaining cost to complete documents.
- Implementing and continuing operations to ensure that payments are accurate, and funding is not exceeded, and completing inspector daily report (IDR).
- Provides oversight, inspection, monitoring, coordination, and documentation of Contractor's activities in the construction of projects; ensures compliance with plans and specifications; and facilitates project activities requiring coordination and cooperation with other agencies, departments, divisions, and private utilities involved in or affected by project(s).
- Provides overall day-to-day construction management including coordination with City, contractor, and other departments, including preparing for and documenting meetings with project stakeholders.
- Makes technical interpretations of the drawings, specifications and contract documents.
- Coordinates material testing with engineers, Seattle Public Utilities (SPU), or a third-party materials testing lab, environmental agencies, and City stakeholders.
- Prepares photo documentation of the work, titled by location and date.
- Assists in maintaining a full-size set of red-line, as-built plans as the construction progresses for the entire project.
- Supports department goals in promoting diversity and social justice in keeping with the City's Race and Social Justice Initiative.
Qualifications
Minimum Qualifications:
Education:
- Associate Degree in Civil Engineering Technology or two years of college level coursework in engineering and construction technology, or related field.
Experience:
- Two (2) years of experience with civil engineering.
OR: An equivalent combination of education and experience that demonstrates the ability to perform the position duties.
Though not requirements, strong candidates will have some of the following experience or are able to describe comparable experience:
- At least 5 years of construction inspection experience on public works construction contracts, including projects with both FHWA and FTA funding
- Engineer In Training (EIT)
- Knowledge of the principles and practices of civil and construction engineering, including methods, materials, equipment, and techniques used in civil engineering, construction, and inspection
- Ability to develop, read, and interpret plans, specs, construction schedules, contracts, and other construction documents to ensure contract compliance
- Construction experience with major utility construction, new and/or existing bridges, passenger light rail (street car), and working on large, complex projects in an urban environment
- Strong organizational, time management, and customer service skills
- Excellent oral, written, and interpersonal communications skills
- Construction experience with alternative methods of construction delivery
- Strong proficiency in using MS Word, MS Excel, SharePoint, and Adobe Professional
- Ability to carry out work in more than one language other than English.
Other Requirements:
Work Environment / Physical Demands:
- Work is typically performed in a hybrid work environment in which a minimum of 3 days of the work is completed in a City office, and 2 days of the work is completed remotely in a regular 40-hour work week.
- Field assignments entail exposure to all types of weather, traffic, hazardous/toxic substances and work in or near construction sites.
- May be required to lift over 50 pounds.
- May be required to stand, walk, or bend for extended periods of time.
- May be required to work nights, evenings, weekends, and/or holidays.
Licenses and Certifications:
- Current Washington State driver's license or evidence of equivalent mobility.
