About the Position:
Under the administrative direction of the Chief Administrator and the Board of Supervisors, the incumbent directs and supervises the administrative, transportation planning, engineering, and the overall operational functions of the County's Department of Public Works. This is a department head position; responsible for fiscal management including preparing and administering the annual department budget, as well as monitoring and approving budget expenditures. The incumbent formulates and implements department organizational structure, policies, procedures, plans and goals.
This is an exciting and diverse opportunity as the incumbent serves as Road Commissioner, County Engineer, Executive Director of the Tehama County Transportation Commission, Executive Director of Tehama County Sanitation District No. 1, and the Executive Director of the Flood Control and Water Conservation District.
Ideal Candidate:
The County is seeking a seasoned and dynamic professional who has outstanding leadership/management abilities and possesses broad experience in all areas of public works. The successful candidate will have thorough knowledge of engineering principles and practices as applied to county public works, including planning, development, design, construction methods, materials, equipment, cost estimating, maintenance, and application to local land development matters and issues. This position requires a demonstrated ability to work collaboratively with numerous external stakeholders that include residents, developers, regulatory agencies and surrounding jurisdictions to find solutions to complex issues. As the Director of Public Works, the incumbent will represent the department in a variety of settings, therefore, a high level of communication skills, both verbal and written, are essential.

Examples of Duties
- Assigns, supervises, reviews and evaluates the work of department management personnel; hires/discharges personnel as appropriate. Ensures the provision of adequate staffing levels and staff training as needed.
- Communicates and advises department staff regarding public concerns, current project activities, planned actions, personnel and staffing needs, purchases and other issues pertaining to department functions.
- Prepares and administers the annual department budget; monitors and approves budget expenditures.
- Formulates and implements department organizational structure, policies, procedures, plans and goals.
- Serves as technical advisor to the Board of Supervisors, other boards, and commissions on public works and land development matters; reviews and presents public works project requests to the Board.
Education, Experience & Licenses
Any combination of training and experience which would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:
- Equivalent to the completion of twelfth (12th) grade and graduation from an accredited college or university with a Bachelor's degree in Civil Engineering or related field. A Masters degree in Public Administration is desirable.
- Five (5) years of experience in Public Works, Engineering, Construction or other related field with three (3) years in a supervisory capacity.
LICENSE & SPECIAL REQUIREMENTS:
- Requires a valid California driver's license.
- Requires registration as a Civil Engineer issued by the California State Board of Registration for Civil and Professional Engineers.
- Possession of a Land Surveyor License issued by the California State Board Registration for Civil and Professional Engineers is desirable.

SALARY:
- Annual increases based upon negotiated salary within employee's specific contract.
HEALTH:
- Approximately 80% of the premium for medical, dental, and vision plan is paid by the County (EPO Plan). The plan covers the employee and all eligible dependents at NO ADDITIONAL COST!
- Employee premiums are $234.54 per month as of January 1, 2025 for employee and all eligible dependents.
PAID LEAVES:
- Benefits also include an annual paid leave plan of
- 240 hours of Paid Time Off (PTO) per year (9.23 hours per pay period) for a maximum accrual of 500 hours.
- 40 hours of Management Leave per year
- 14 paid holidays plus one 8 hour personal holiday

- Approximately 80% of the premium for a $30,000 life insurance plan for the employee is paid for by the County.
