SDOT has an exciting opportunity for a collaborative and detail-oriented Construction Engineer Supervisor (Civil Engineer Supervisor) in our Capital Projects Division. In this role you will perform senior-level professional civil engineering work and supervise the implementation and administration of alternative public works construction contracts. Job Responsibilities

• Provides supervision and oversight to Resident Engineers and inspectors and may act as Resident Engineer on projects.
• Monitors the work of consultants and construction contractors to ensure compliance with contract provisions and scope of work, including field inspections of the more complex work done by contractors to ensure compliance with plans and specifications.
• Advises the legal staff of the City on complex engineering phases of court cases or legal problems relating to condemnation cases, appraisals of damages, and contract claims.
• Provides training and mentoring to the Construction Management (CM) field staff and others for successful delivery of projects.
• Meets with the public, community groups, and representatives of other agencies and City departments to discuss current or proposed projects; coordinate and cooperate with other agencies, departments, divisions, and private utilities involved in or affected by project(s).
• Serves as primary contact for coordination of technical issues with other City departments, outside agencies, and the public on the most technically complex projects.
• Participates in the selection, hiring, and performance appraisal of subordinates; perform other personnel/administrative tasks.
• Writes, reviews, provides oversight for, and supervises change orders and their process, participate in their approval, and negotiate and recommend financial arrangements for additional work done.
• Coordinates contracts, designs, and new construction with other private and government agencies.
• Supervises the review of shop drawings, material sources, and specifications during construction.
• Prepares the preparation of scopes of work and work authorizations for consultant CM services; assists in the preparation of information for the advertising of requests for proposal (RFPs) and requests for qualification (RFQs); prepares and tracks labor estimates and creates and manages budgets for consultant CM services.
• Performs constructability and biddability reviews; provides design phase assistance related to the preparation of contract documents, technical specifications, and plans
• Supports department goals in promoting diversity and social justice in keeping with the City's Race and Social Justice Initiative.

Qualifications
Minimum Qualifications:

Education:

• Bachelor's Degree in Civil Engineering or Civil Engineering Technology, or related field.

Experience:

• Six (6) years of experience with civil engineering.
• Two (2) years of supervisory experience that includes hiring, managing work assignments, performance evaluations and management of staff.

OR: An equivalent combination of education and experience that demonstrates the ability to perform the position duties.

Though not requirements, strong candidates will have some of the following experience or are able to describe comparable experience:

• Ten (10) years of experience administering public works construction contracts, including projects with both Federal and FTA funding.
• Knowledge of the principles and practices of civil and construction engineering, including methods, materials, equipment, and techniques used in civil engineering, construction, alternative methods of construction delivery, and inspection.
• Ability to develop, read, and interpret plans, specs, construction schedules, contracts, and other construction documents to ensure contract compliance.
• Construction experience with major utility construction, new and/or existing bridges, passenger light rail (street car), and working on large, complex projects in an urban environment.
• Five (5) years of experience supervising, training, and mentoring employees with different skill sets and abilities.
• Strong organizational, time management, and customer service skills.
• Excellent oral, written, and interpersonal communications skills.
• Strong proficiency in using MS Word, MS Excel, SharePoint, and Adobe Professional
• Ability to carry out work in more than one language other than English.

Other Requirements:

Work Environment / Physical Demands:

• Work is typically performed in a hybrid work environment in which a minimum of 3 days of the work is completed in a City office, and 2 days of the work is completed remotely in a regular 40-hour work week.
• Field assignments entail exposure to all types of weather, traffic, hazardous/toxic substances and work in or near construction sites.
• May be required to lift over 50 pounds.
• May be required to stand, walk, or bend for extended periods of time.
• May be required to work nights, evenings, weekends, and/or holidays.

Licenses and Certifications:

• Registration as a Professional Engineer in the State of Washington
• Current Washington State driver's license or evidence of equivalent mobility.
