Position Description
The Finance and Administrative Services (FAS) Department is seeking qualified candidates to fill the Americans with Disabilities Act (ADA)-Accessibility Capital or Construction Projects Specialist position. The City ensures that its engineering and architectural designs for City capital departments comply with ADA Standards and accessible building codes. This position will implement, monitor and enforce ADA and accessible standards for City design and construction projects and provide training on the ADA and accessibility compliance for City project teams. This position will reside within City Purchasing and Contracting Services Division of FAS.

The Department of Finance and Administrative Services (FAS) is often the public's first interaction with the City of Seattle, operating as a customer-focused front door that assists with everything from paying utilities or reporting a pothole to requesting public information or even adopting a new pet.

Job Responsibilities

  • Administer and enforce a program to ensure City compliance with ADA and accessibility requirements for construction projects within the City.
  • Provide quality assurance for all City designs and construction to meet ADA and accessibility requirements. The primary capital departments are Seattle Center, Seattle Parks and Recreation, Seattle Public Libraries, Seattle Public Utilities, Seattle City Light, and Finance and Administrative Services.
  • Maintain current ADA and accessibility compliance requirements, interpret and apply federal and state laws regarding equal access for people with disabilities.
  • Interface with departments regarding citywide ADA and accessibility policies, procedures, quality assurance processes, and quality control measures.
  • Conduct field reviews as needed to assure accessible compliance in the built environment.
  • Track the city progress on known barriers and removal documentation.
  • Maintain and update ADA Quality Assurance guidelines and standard documentation for City design teams and engineers.
  • Make recommendations for final construction punch lists, construction contract closeouts and compliance within the built environment.
  • Provide general ADA and accessibility guidance, technical assistance and staff training to City departments, design teams, engineers, etc.
  • Interface with City Attorney's Office, Seattle Department of Construction and Inspections and other City capital departments regarding ongoing and emerging issues, which may also involve engaging with external stakeholders, e.g., the Department of Justice.

Qualifications
Minimum Qualifications:
  • Four (4) years capital project design, construction management, construction inspection or related experience; AND
  • A Bachelor's Degree in architecture, landscape architecture, engineering, building construction management or related filed.

(Or a combination of education and/or training and/or work experience which provides an equivalent background required to perform the work of this class.)
The most successful candidates will possess the following:
  • Expertise or knowledge of Title II of the Americans with Disabilities Act (ADA) and accessibility regulation and standards (highly desired).
  • Expertise or knowledge with WA State and City of Seattle Building Codes regarding accessible codes, accessible egress, and elevators (highly desired).
  • Experience reviewing and interpreting construction plans and details.
  • Experience reviewing and performing field measurements for design and code compliance.
  • Experience working with owners, user groups, designers and contractors in construction projects.
  • Experience with presenting or training individuals and groups on ADA and accessibility matters.

Work Environment

This position requires a minimum of three days per week of onsite work. Overtime work may be required based on business needs. Alternative Work Arrangements and hybrid telework schedules for work conducted in a normal office environment may be considered and will be based on operational needs and consistency with City policies.

Additional Information
This position is classified as a Senior Capital Projects Coordinator. It is Civil Service represented, FLSA non-exempt and is eligible for overtime. The full range for this step-progression position is $61.94 - $72.26 per hour.
