The Town of Clayton is seeking applicants for a Assistant Planning Director for the Planning Department. The Town of Clayton employs more than 340 full-time staff in areas including police, fire, and electric utilities. The Town of Clayton also offers a range of PT positions including positions in Parks & Rec, Library, and Cultural Arts.

Duties & Responsibilities
Performs supervisory, administrative, and professional planning work in directing the current planning division within the Planning Department and assisting the Planning Director in the management of the department.
- Manages the current planning division of the department which includes rezonings, annexations, plan review, and development permit issuance;
- Assists in the management of agenda materials for the Planning Board, Technical Review Committee, Board of Adjustment, and Town Council;
- Facilitates sensitive and complex development and zoning related issues;
- Handles division personnel matters;
- Prepares job postings, conducts interviews, and completes personnel action forms for new hires as assigned;
- Assists in development of the annual budget for the planning division;
- Oversees consultant contracts;
- Oversees or assists in overseeing the management of the Unified Development Ordinance;
- Serves as a technical adviser to the Planning Board, Board of Adjustment, Technical Review Committee, Town Council, and other town departments and civic groups on planning, zoning, code enforcement and related matters.
- Advises the Deputy Town Manager, Town Manager, and Town officials on planning and development matters in the absence of the Planning Director.
- Directs and participates in the development, preparation, and maintenance of feasibility studies and other plans and studies as directed by the Planning Director, Deputy Town Manager, or Town Manager.
- Recommends planning policies for approval by Town officials;
- Consults with officials of the municipality, county, state, and federal government in order to coordinate all phases of Town planning and development process;
- Coordinates with the Town Clerk to manage the Town's annexation petition process;
- Performs related duties as required.
Special Requirements, Education & Experience
- Comprehensive knowledge of the advanced principles and practices of planning, code enforcement, and community development;
- Thorough knowledge of economics, municipal finance, and sociology as they apply to planning and community development;
- Working knowledge of GIS and general office technologies;
- Comprehensive knowledge of current literature and recent developments in the field of planning;
- Thorough knowledge of modern employee motivation practices; general knowledge of the principles and practices of civil engineering, statistics, and landscape architecture as they relate to planning and subdivision design and control;
- General knowledge of budgeting and purchasing procedures;
- Ability to effectively plan, supervise, and direct the work of subordinates;
- Ability to interpret and analyze technical and statistical information and to prepare and present technical oral and written reports;
- Thorough knowledge of state and federal laws related to the operation and conduct of the Planning Board, Board of Adjustment, and Town Council and the zoning and subdivision of real property and of general land use regulations.
- Ability to establish and maintain effective working relationships with employees, officials, other agencies, and the general public.
Education and Experience:
- Graduation from a four-year accredited college or university with a degree in Planning, Geography, Urban Planning, Landscape Architecture or related field and at least six (6) years of progressively responsible professional experience in public sector planning or contracted public planning service required with some supervisory and administrative experience.
- A master's degree in urban planning or related field and at least three (3) years of supervisory experience preferred.
- AICP certification is required.
- Must complete plat review officer training within six (6) months - or as soon as course scheduling allows - from the North Carolina Secretary of State's office.
- North Carolina CZO is required or ability to complete within one year of employment, or as course schedule allows.
