JOB SUMMARY:

Under the supervision of the Assistant Director of Intervention, Prevention and Support Services, the Program Manager assumes responsibility for maintaining daily functions within the Housing Services Programs. This position directly supports the activities of the Assistant Director and will assume the responsibilities of the Assistant Director in his/her absence when necessary.

DUTIES AND RESPONSIBILITIES:

Typical responsibilities may include but are not limited to:
  • Provide overall supervision of the Housing Programs.
  • Responsible for collecting rent payments from clients in affordable housing.
  • Provide occasional case management assistance for clients residing in affordable housing units.
  • Coordinate and integrate activities of program to assure optimum effectiveness including volunteer component
  • Implement program goals in accordance with grant requirements.
  • Supervise and evaluate Housing staff and determine training needs.
  • Implement training plan for staff and volunteers.
  • Develop a system for program evaluation and quality control.
  • Delegate and assign responsibility for specific tasks/assignments.
  • Review and monitor program reports, and submit reports on a timely basis to IPSS Director.
  • Purchase required materials, supplies according to KCAO purchasing policy, and within Housing Program budgets.
  • Develop and maintain positive communication with HUD, Affordable Housing Programs, other Local, State and Federal funders, and KCAO Board of Directors in the absence of the IPSS Director.
  • Establish and maintain positive collaborative relationships with other community agencies and programs and attend collaborative meetings in the absence of the IPSS Director.
  • Educate community organizations about dynamics of homelessness in the absence of the IPSS Director.
  • Attend all required training which may include out-of-town travel.
  • Meet weekly with IPSS Director to review program outcomes, needs, and other items as necessary.
  • Meet with Housing staff twice monthly to review program and staff needs, and provide training.
  • Perform other duties as assigned by IPSS Director.
  • Follow safety protocol and standards.


EDUCATION/EXPERIENCE:
  • BA degree in Social Services or related field from an accredited institution of higher education and 2 years of experience in a social service setting which would provide the skills, language and ability to perform the essential functions of this position.

OTHER REQUIREMENTS:
  • Travel and attend out of area meetings and conferences as required per the funding source(s).
  • Reliable, insured transportation and valid Driver License.
  • Reliably and consistently report to assigned work location on time.
  • Meet and maintain KCAO hiring requirements which include:
    • Criminal Record Clearance including California DOJ, FBI and Child Abuse Centralized Index (CACI).
    • Motor Vehicle Report (MVR) acceptable to KCAO's vehicle insurer.
    • Health examination with tuberculin clearance.
  • Ability to be contacted outside of regularly scheduled work hours in case of emergency
