Job Summary:

The job of Chief Financial Officer is done for the purpose/s of guiding and managing the Financial Services department of the district; providing information and serving as a resource to others; achieving defined objectives by planning, evaluating, developing, implementing and maintaining services in compliance with established guidelines; and serving as a member of the leadership team.

Essential Job Functions:
  • Analyzes a variety of financial information compiled from a wide variety of sources (e.g. budget variances, cost projections, etc.) for the purpose of providing direction and support, making recommendations, maximizing use of funds, and/or ensuring overall operations are within budget.
  • Collaborates with internal and external personnel (e.g. other administrators, auditors, public agencies, community members, etc.) for the purpose of implementing and/or maintaining services and programs and providing information and general support.
  • Develops and manages all district budgets for the purpose of meeting mandated requirements within established timeframes.
  • Directs department operations; the maintenance of services and the implementation of new programs and/or processes for the purpose of providing services within established timeframes and in compliance with related requirements.
  • Implements policies, operational procedures and/or processes for the purpose of providing direction and/or complying with district, state and federally mandated requirements.
  • Interprets policies, regulations and procedures concerning expenditures, control of revenue and investment of funds for the purpose of recommending provisions of district liability, property and personal insurance and maintenance of funds.
  • Maintains a variety of manual and electronic fiscal information, files and records (e.g. accounts payable, accounts receivable, student activities, contracts, payroll, etc.) for the purpose of providing an up-to-date reference and audit trail.
  • Monitors fund balances and related financial activities for the purpose of ensuring that allocations are accurate, revenues are recorded, expenses are within budget limits and/or fiscal practices are followed.
  • Participates as a member or facilitator in meetings, workshops and seminars that frequently involve a range of issues for the purpose of identifying issues, developing recommendations, providing training and conveying and/or gathering information required to perform functions.
  • Performs personnel administrative functions (e.g. hiring, training, supervising, evaluating, providing professional development opportunities, disciplining, etc.) for the purpose of maintaining adequate staffing, enhancing productivity of personnel and ensuring department/program outcomes are achieved.
  • Prepares and presents information on a variety of topics (e.g. district budget, contracts, proposals, legislation, etc.) for the purpose of communicating information, gaining feedback and making recommendations regarding district services.
  • Researches financial topics and related legal issues (e.g. discrepancies, current legislative trends, etc.) for the purpose of evaluating compliance requirements and potential implications on district operations.
  • Responds to a wide variety of inquiries of administrative staff, district personnel, public agencies, government agencies, etc. (e.g. accounting guidelines, expenditure status, grant guidelines, etc.) for the purpose of resolving problems, providing information and/or referring to appropriate personnel.
  • Serves as a resource to district personnel for the purpose of providing support and guidance as requested based on their knowledge and experience.
  • Supervises fiscal operations of district for the purpose of ensuring revenues and expenditures are within budget and legal and accounting practices are followed.
  • Supports the Superintendent, Board, and department administrators for the purpose of developing and implementing services and programs and achieving operational goals.


QUALIFICATIONS

Required (Education & Experience)
  • A Bachelor's or more advanced degree from an accredited institution.
  • Job related experience with increasing levels of responsibility is required.

  • IVP Fingerprint Clearance Card

Position Type & Work Schedule: (Full-time or Part-time, normal daily hours, months per year)

  • Full-time, 8 hours a day, Monday - Friday

Knowledge, Skills, and Abilities: (required to do the job)
  • Strong understanding of school budgeting, public and fund accounting, audit procedures, personnel processes, and relevant laws, codes, policies, and regulations to ensure compliance and financial accountability.
  • Skilled in analyzing data, defining issues, and developing action plans using independent judgment and complex processes, including interpreting financial and operational guidelines.
  • Effective at working with diverse individuals and teams, facilitating discussions, setting priorities, meeting deadlines, and communicating clearly across multiple stakeholder groups.
  • Effective communication both oral and written with diverse groups

Work Conditions:
  • The usual and customary methods of performing the job's functions require the following physical demands: some lifting, carrying, pushing, and/or pulling, and significant fine finger dexterity. Generally the job requires 60% sitting, 20% walking, and 20% standing. This job is performed in a generally clean and healthy environment.
