Are you the One? We are looking for an Accounting/Fiscal Manager III who serves as the Department of Health and Human Services' Bureau Chief of Planning and Budget. Responsible for Agency budget of $12 billion ($11.3 billion for Medicaid services and $700 million for Medicaid administrative services). Administers and directs the Administrative and Service Line budget development for the purpose of strategic planning, process improvement, and organizational management.

Minimum and Additional Requirements
A bachelor's degree in accounting, finance, business, economics, or a directly related field and six (6) years of progressively responsible executive level leadership, management or quantitative method experience in finance, accounting, or budget-related area, OR
A master's degree in accounting, finance, business, economics, or a directly related field and four (4) years of progressively responsible executive level leadership, management or quantitative method experience in finance, accounting, or budget-related area.
All degrees must be from a college or higher education institution recognized by the U.S. Department of Education & Council for Higher Education accreditation (CHEA).
PREFERRED: Experience in Governmental Accounting Principles and Practices, Generally Accepted Accounting Principles and experience in the State budgeting process.

- Performs fundamental supervisory and leadership functions in accordance with Department policies and procedures, best practices and Federal and State rules and regulations, especially with regard to Equal Employment Opportunity Commission (EEOC) standards; Maintains an effective organizational team and motivates diverse staff to accomplish mission critical operations and objectives; Promotes workforce engagement.
- Directs the Department-wide comprehensive budget process for administrative and service lines; Department-wide budget preparation includes 5-year comparative budget spreadsheet and annualization decision package configured for enrollment, utilization, reimbursement, and service package array; Budget submission consists of final budget templates, 5-year spreadsheet, finalized source of funds spreadsheet,
operating details, revenue estimate, and any cash impact estimates; Provides strategic direction, problem resolution, forecasting, review, installation, monitoring, reconciliation and analysis of the service line and administrative budgets; Develops and delivers presentations and reports on planning, budgeting and financial status; Works closely with executive leadership to establish revenue and expense projections and monitors adherence to budget targets; Directs the budget development process with staff within the Department; Participates in communications to the Executive Budget Office, Office of Revenue and Fiscal Affairs, the Governor's office, Legislative staff & committees, and health policy organizations as required. - Directs and manages budget cost studies and analyses of budget information to respond to external queries and provide critical management information to senior decision-makers; Collaborates with the Department's actuaries in predictive spending model analysis; Forecasts expenditures and provides statistical analysis relevant to long term budget planning & goals; Monitors the Medicaid forecasting measures;
Utilizes financial economics techniques to recommend resource deployment to executive management; Directs monthly budget analysis and meetings relative to budget monitoring; Monthly data is analyzed for both paid and incurred analyses; Also oversees the tracking of monthly eligibility completion factor; All of the above tasks will be completed with little to no supervision. - Directs, manages, and reviews work products for direct reports; Reviews accuracy of work derived from the budget department; Ensures staff is properly trained in all aspects of their jobs; Holds managers and analysts accountable for providing support and guidance to program areas and for accurately reporting administrative and service budget information; Attends meetings that impact agency's service and administrative budget; Ensures continued communication between budget department and agency staff; Ensures succession planning in each critical position of department.
- Directs and improves weekly interface process. Directs budgeting activities during fiscal year end closing, to include carryforward process; Directs process for monitoring revenues and expenditures during fiscal year; Establishes consistent allotment system to monitor the flow of expenditures for the Department; Monitors, updates, and communicates budget adjustments as needed during the course of the annual legislative budget cycle; Ensures adherence to approved agency budget and no deficit spending; Ensures appropriation transfers have sufficient backup to avoid audit findings; Oversees contract workflow to ensure contracts requested are within budgeted limits; All of the above tasks will be completed with little to no supervision.
- Collaborates with program areas, reporting, ancillary reimbursements, or Department's actuaries as needed to complete statistical analysis for both short-term and long-term planning; Presents to leadership as needed or upon request; Other duties as assigned.
