GENERAL STATEMENT OF DUTIES: Within a Department of Health (DOH) area or center designated as a medium-sized organizational component, to have the assigned responsibility for the overall administration of the planning, development, and implementation of operational functions for that area or center; or to have the assigned responsibility for the overall administration of a public health program of substantially comparable complexity; and to do related work as required.
SUPERVISION RECEIVED: Works under the general direction of an Associate Director or administrative superior with wide latitude for the exercise of initiative and independent judgement in developing and executing agency services; work is reviewed for proficiency and conformance to departmental policies, rules, regulations, provisions of law and professional standards.
SUPERVISION EXERCISED: Plans, organizes, coordinates, and reviews the work of management, professional, technical and other staff engaged in program activities.

Within a Department of Health (DOH) area or center designated as a medium-sized organizational component, to have the assigned responsibility for the overall administration of the planning, development, and implementation of operational functions for that area or center; or to have the assigned responsibility for the overall administration of a public health program of substantially comparable complexity. To serve as an effective member of the department, agency, and program leadership team to supervise a diverse staff, including subject matter experts, union and non-union members, and contractors. To work closely with legislative and policy changes for the department. To apply innovative and emerging methods, technologies, and management practices to the operation of the organization and/or program. To direct analyses of programs, services, resources and costs and benefits to increase the efficiency and effectiveness of the program. To be responsible for the development of short and long-term goals and objectives, management plans and operating plans and to oversee their implementation and evaluation. To be responsible for the procurement needs of the program. To be responsible for fiscal integrity and accountability within the program area, including the oversight of complex grants audited and as a primary grant awardee. To develop and be responsible for operating and capital budget plans, proposals, and requests, as required. To regularly consult, collaborate, and confer within the department, other state agencies, federal government, and stakeholders to assess and recommend changes in programs, services, goals, and objectives, as required. To assure the programs and services conform with federal, state, and other regulations and requirements, and with the overall mission and goals of the department. To encourage professional and staff development activities within the program or services area. To provide expert opinion, consultation, and advice, as required. To coordinate programs and services within the department, other state departments and agencies, municipal, federal, and private agencies and parties, as required. To provide effective and informative reports for external use and internal use; to prepare communications and communicate regularly with departmental and program staff, and with others as required. Required Qualifications for Appointment
KNOWLEDGE, SKILLS AND CAPACITIES: A thorough knowledge of the principles and practices employed in the administration of public health care programs and services; a thorough knowledge of the operations of the assigned program or services area and the ability to utilize this knowledge in promoting effective and efficient programs and services; a thorough knowledge of trends and best practices in the program or services area and the ability to apply this knowledge to planning, coordinating, administering and evaluating the program; a thorough knowledge of relevant laws, regulations, policies and procedures; the ability to lead, supervise, direct, assign and evaluate the work of subordinates; the ability to serve as an effective member of a leadership team; the ability to provide leadership and coordination; the ability to communicate effectively; the ability to meet and conform to the requirements of an operational set of performance specifications; and related capacities and abilities.
EDUCATION AND EXPERIENCE:
Education: Possession of a Master's Degree in Public Health, Public Administration, Management, Health Administration, or in the specifically assigned area of organizational or program responsibility; and Experience: Extensive employment in a supervisory position for seven (7) or more years with equivalent experience in a public health center or related equivalent experience. Or, any combination of education and experience that shall be substantially equivalent to the above education and experience.

The duties and responsibilities of the subject position include the following:
- Responsible for planning, implementation, and coordination of operations at the Division of Policy, Information and Communications (Vital Records) at the Department of Health (DOH).
- Assist the Associate Director of Policy, Information and Communications, Deputy Director and Director of Health with projects, initiatives and programmatic development as requested.
- Responsible for the procurement and implementation of new computer technologies to support the Center for Disease Control and data modernization initiatives for vital records.
- Conduct reporting to the federal National Center for Health Statistics using Fast Healthcare Interoperability Resources (FHIR).
- Supervise a staff comprised of Deputy State Registrar, Senior Manager of Customer Services, and a Senior Manager of Registration.
- Develop programs, operations, and services to ensure efficiency.
- Oversee the planning, development, and management of Vital Records operations as well as design new projects, programs, and initiatives.
- Responsible for 100 years of birth and marriage records and 50 years of death records.
- Establish and implement, coordinate, and operate the system of vital records statewide.
- Ensure policy compliance of RI laws and rules and regulations; retain amendment documentation to support the integrity of vital records.
- Design, develop and approve operational SOP's for all functions performed in vital records and compile fiscal documentation in support of general revenue.
- Coordinate, organize and attend meetings with municipal, state, and federal agencies; collect, analyze, and disseminate data to governmental stakeholder groups.
- Responsible for the administrative oversight of all vital records, federal contracts, and special projects.
- Oversee information technology system databases that support the vital records unit operations.
- Design, develop and approve training materials related to RI Vital Events Registration System (RIVERS); coordinate, organize and approve training documentation for the Medical Examiner, medical professionals, funeral directors, municipalities, and private and public medical facility staff.
- Make policy presentations to senior leadership and advocate for gender-inclusive vital records.
- Coordinate with RI State Police and municipalities on missing children; assist local, state, and federal law enforcement with verifications of vital events data related to criminal activity.
- Responsible for a state and federal safe for daily collection of revenue; work with federal law enforcement activity.
- Provide public health surveillance data to support pandemic using the RIVERS system to support and inform agency leadership public health advisories.
- Serve as the data steward at the Ecosystem meetings for the EOHHS.
- Develop documentation related to overt and covert features printed on the State of RI banknote security paper.
- Serve as a workgroup member for RIDOH's Sexual Orientation and Gender identify Equity Group (SOGI).
- Perform quality assurance of state vital records data collection, dissemination, and digital storage; create and monitor the customizable surveillance system in support of COVID and other emergency health epidemics.
- Assist the state in the Identify and Security Conference to ensure record and system security best practices are implemented; assist the state in identity protection for RI citizens.
- Attend conferences such as the Annual Identity and Security Conference, National Association of Public Health Statistics, and Information System (NAPHSIS) to ensure record and system security best practices.
- Serve as Board Member of the RIDOH's Institutional Review Board.
