SUMMARY
Manage the Decatur Park District staff functions to establish and maintain consistent District application of policies, procedures, and practices pertaining to finance, accounting, information technology, personnel, and risk management. Provide input into the day-to-day operations of the District and into the mid-to long-range planning to ensure the long-term viability of the Decatur Park District.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
SUPERVISORY RESPONSIBILITIES
Directly manages four managers/supervisors. Is responsible for the overall direction, coordination, and evaluation of the Administrative Office. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Provide a safe, welcoming, and inclusive culture for all staff.
QUALIFICATIONS

EDUCATION and/or EXPERIENCE
B.S. from 4-year college or university plus a minimum of 5 years of experience in public finance preferred. Experience working with property tax levies is also preferred. CPA is strongly desired.
LANGUAGE SKILLS
Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.
MATHEMATICAL SKILLS
Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations, and permutations. Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis.
REASONING ABILITY
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
CERTIFICATES, LICENSES, REGISTRATIONS
Certified Public Accountant license strongly preferred and/or a Master's degree in Business and Finance preferred.

- Recommend and supervise the Park District's statutory financial and accounting systems.
- Develop, recommend, and supervise the implementation of comprehensive budget systems for the Decatur Park District.
- Oversee preparation of financial reports to monitor and reflect financial position and results from operations.
- Maintain Park District personnel practices and benefits programs to meet District objectives. Prepare studies of competitive programs as required to meet Board objectives and Bargaining unit contract negotiation requirements.
- Prepare and present recommended tax levy ordinance to the Park Board of Commissioners, ensure approved levy is filed with the County Clerk's Office.
- Work with financial consultants and bond counsel to determine bonding capacity and other financing mechanisms available to the District and carry out the same as required.
- Collaborate with staff to develop the annual 10-year Capital Plan to present for commissioner approval.
- Prepare annual facility fee recommendations in collaboration with staff to present for commissioner approval.
- Oversee all financial aspects related to grant management and reporting.
- Coordinate the benefit programs established for the District such as health insurance, IMRF pension plan, and the deferred compensation plan.
- Analyze wage and salary reports and data to determine competitive compensation plan.
- Supervise the development of guidelines advising department managers of District policy regarding equal employment opportunities, compensation, employee benefits, statutory changes, and any other pertinent issues.
- Participate in negotiations relating to union labor contracts and assist staff in interpreting and enforcing union contracts and personnel policy manuals. Secure appropriate advice as required from legal counsel.
- Coordinate efforts and develop RFPs to secure vendors of networking equipment, point-of-sale/registration software, financial software, and other specialized systems to provide a computer network that provides outstanding customer service while simultaneously providing proper accounting and support documentation for the Park District.
- Ensure that the District's IT infrastructure is protected from any threat of data breach.
- Maintain ongoing communication with and cooperation between Park District staff and the District's auditors to facilitate the District's annual audit of activities and records and to ensure financial statements are prepared in accordance with accounting standards.
- Consult legal counsel to ensure that policies comply with federal and state law.
- Establishes finance, human resource, risk management, and IT short-term and long-term goals for the Business Department.
- Complete annual review of goals with appropriate Business Department supervisors.
- Review existing (renewal) contracts and leases, propose new agreements where appropriate and verify compliance by all parties involved.
- Invest available funds in accordance with the Park District investment policy.
- Coordinate and control the purchasing of goods and services for the Park District through the development, recommendation and implementation of purchasing policies, procedures and practices.
- Verify the recordkeeping, report generation and annual audit of the Decatur Parks Foundation are being prepared and performed as required.
