RPG leads the Navy BUMED Transformation Readiness Modernization (TRM) contract, a large-scale initiative supporting Navy Medicine's modernization efforts. With over 40 Full-Time Equivalents (FTEs), including subcontractors, TRM focuses on program management, process optimization, and data-driven decision-making to enhance operational readiness and healthcare delivery. The program also provides strategic guidance, transformation support, and policy development to align with Navy Medicine's evolving priorities.
As the Program Manager, you will serve as the primary liaison between RPG and the TRM Contracting Officer's Representative (COR), ensuring successful project execution, contractual compliance, and effective stakeholder engagement. This role requires close coordination with the COR, Contract Management Team (CMT), and RPG corporate leadership to organize, direct, and track all aspects of project performance, including schedule, cost, and customer satisfaction. Additionally, the Program Manager will lead daily operations and communications, interfacing with government and team leaders while overseeing support personnel and the COR relationship.

Qualifications and Experience:
Work Location: This role will work on a hybrid schedule 2-3 days per week in Falls Church, VA.
Work Authorization/Security Clearance: This position will require the team member to be a US citizen and have an active security clearance.
Work Environment: Work will be done in an office setting/environment and will need to constantly operate a computer and other office equipment. The person in this role will need to have the ability to remain in a stationary position 75% of the time and occasionally will need to move about inside an office environment. This position frequently communicates with other employees and external stakeholders. The person needs to have the ability to accurately exchange information in these settings.

Core Responsibilities:
- Serve as the primary liaison between RPG and the BUMED TRM COR, ensuring project goals align with client expectations and contractual requirements.
- Maintain regular communication with the COR, scheduling and facilitating key meetings, updates, and discussions.
- Oversee project scope, budget, resource allocation, and deliverables, ensuring high-quality execution in compliance with federal regulations and RPG policies.
- Identify and mitigate risks, implementing proactive solutions to prevent disruptions and ensure smooth execution.

Project Management Responsibilities (50%) - TRM Program Manager:
- Lead projects from initiation to completion, ensuring alignment with organizational goals and client expectations.
- Oversee budgeting, resource allocation, and deliverable execution to ensure contractual success.
- Track key performance indicators (KPIs) and project milestones, ensuring progress is effectively monitored and reported.

Team Leadership & Management (25%) - Senior Manager
- Lead and develop a high-performing team, managing 5-7 direct reports/team leads with clear roles and responsibilities.

- Contribute to thought leadership by publishing industry insights, participating in conferences, and authoring solution papers/ whitepapers.
Qualifications and Experience:
- Education: Master's degree with 10+ years of relevant work experience OR Bachelor's degree with 15+ years of relevant work experience.
- Experience:
- Proven leadership in managing large-scale DoD contracts and projects (military health experience preferred).
- Demonstrated ability to lead teams and manage stakeholder relationships within federal agencies.
- Deep expertise in project management, government contracting, and business process improvement.
- Strong background in business development, proposal writing, and contract expansion strategies.
- Certifications: Project Management Professional (PMP) certification required.
- Security Clearance: Active Secret Clearance required.
- Must successfully pass a background check.
- Experience delivering technical presentations to client leadership and effectively coordinating with diverse project stakeholders.
- Exceptional organizational, written, and verbal communication skills.
- Ability to multitask and meet tight deadlines in a fast-paced environment.
