Metro Transit's Employee Services is seeking a skilled Human Resources Records Management Associate (HR Associate) to provide records management, analysis, and guidance to department members at all levels and ensure compliance with public records regulations.

In connection with this role, you will contribute to the management of complex projects, participate in the development of training programs, and handle incoming records requests from both internal and external customers. Additionally, you will provide support to agency staff by promoting records management best practices and utilizing various electronic records management programs.

Work is performed under limited supervision, requiring independent judgment to evaluate agency records management practices and systems to select the most effective methods, procedures, and courses of action from several possible alternatives to achieve best practices, compliance, and risk mitigation, limiting the agency's liability.

Work is focused on operational and human resource records system management, therefore requiring general knowledge and skills pertaining to human resource best practices, contract interpretation, and clear, detailed responses to customer requests.

Position Information: This recruitment will be used to fill one (1) Human Resources Records Management Associate (HR Associate) Term Limited Temporary/Special Duty Assignment vacancy.

Job Duties

As a Human Resources Records Management Associate, you will:

  • Research and manage assigned, simple requests (Level 1 Records Requests) under the guidance of the HR Project Lead or PPM II.
  • Be skilled in problem-solving, organized in work planning, making timely and quality decisions, and working effectively with diverse and multi-disciplinary staff and customers.
  • Coordinates and prepares collection of employee records requests (pertaining to Level 1), ensuring compliance with RCW rules and guidelines while interpreting records management policy and facilitating adherence to best practices across Employee Services and Metro divisions.
  • Review, organize, categorize, and digitize employee records in accordance with KCC policies. This includes auditing human resource and operational documents, including confidential documents, documents subject to public disclosure, and personnel records within King County records systems.
  • Working under the guidance of the HR Project Lead or PPMII to audit the work of others, including audit of source records before destruction according to Disposition After Digitization (DAD)agreements; Work in conjunction with Records and Licensing Services (RALS)staff for proper interpretation and implementation of WA State and KC records management.
  • Support the HR Project Lead in administering employee records, such as maintaining and filing employee records, supporting training, and updating the HRIM SharePoint Teams internal page with current policies/procedures pertaining to current Records practices.
  • Assist the HR Project Lead and PPM II in gathering records (moderate to high complexity in requests)
  • Assist in Records Request Tracker upkeep and email tracking of incoming requests and occasionally assist the Data entry half of the HRIM team in filing current files to Laserfiche.
  • Occasional travel for Records Scan projects on-site at different divisions/bases, ongoing and as needed with the rest of the Team.
  • Other project-based tasks as assigned to assist the Team include Scanning Projects, file projects, research projects, and Training projects such as email organization (within ECM), Best Practices for Employee Services Teams, & Metro (as pertains to Employee Records).

Experience, Qualifications, Knowledge, Skills

We are looking for candidates who have:

  • Familiarity and experience with Washington State and King County retention schedules; knowledge of government records and systems.
  • Familiarity and experience with audit and disposition of records; knowledge of records management, indexing, and archival theories and practices.
  • Skills in analysis and problem solving, program evaluation.
  • Ability to rapidly switch tasks, independently prioritize, and re-prioritize tasks depending on workflow, and work with frequent interruptions.
  • Ability to recognize precedent-setting situations, resolve conflict, make difficult decisions, and appropriately escalate issues when necessary.
  • Strong customer service skills and a commitment to quality, including establishing, building, and maintaining internal and external customer satisfaction and working cohesively on a small team.
  • ProficiencyinMicrosoftOfficeSuiteincludingSharePointandOneDrive. Proficiency in Adobe.
  • Proficiency in Project management and change management tools and techniques; experience transitioning from paper to electronic records.

Highly competitive candidates will have (desired, but not required):
  • Certified Public Records Officer/WAPRO membership
  • SHRM certification and/or experience assisting employees with personnel policy, contract language, employment, and leave inquiries.
  • Minimum of one (1) year of experience handling high-volume records management, including handling diverse public disclosure requests, with a demonstrated increase in responsibility for confidential and sensitive records OR any combination of experience/education/training that provides the required knowledge skills and abilities to perform the work.
  • Knowledge of King County Human Resource policies, practices and procedures.
  • Knowledge of auditing, risk management, and disaster recovery techniques and principles
  • Experience with PeopleSoft or other ERP software
  • Experience with Laserfiche or other ECM software

    Work Schedule
    This position is non-exempt from the provisions of the Fair Labor Standards Act and overtime eligible. Employees are paid on a bi-weekly schedule, every other Thursday. Work hours are comprised of a 40-hour workweek within core hours of workday, normally 6:00 a.m.-6:00 p.m., Monday through Friday.

    The work associated with this position will be performed or conducted through a combination of teleworking, onsite work, and meetings. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

    Work Location

    The primary location of the position is at the King Street Center, 201S.JacksonSt., Seattle, WA 98104. However, this will be a hybrid position (teleworking and in office). The work associated with this position will be performed or conducted through a combination of teleworking and onsite work and meetings. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
