Job Responsibilities
THIS IS AN INTERNAL POSTING FOR CURRENT SCHP OFFICERS ONLY.

This position serves Beaufort and Jasper Counties.
Serves as a South Carolina Highway Patrol Law Enforcement First Line Supervisor. Patrols and enforces S.C. motor vehicle traffic laws on streets and highways and enforces other criminal laws of the state as necessary. Assumes duties of the Squad Leader in the absence of the Post Sergeant(s) as directed.
Supervises officers in the performance of their duties ensuring compliance with standard operating procedures. Reviews the activity reports, collision investigation reports, citations, statements, and other documentation prepared by troopers under his/her supervision to verify legibility, completeness, and accuracy. Reviews and assists subordinates in the presentation and prosecution of criminal and traffic court cases. Provides periodic job performance reviews and counseling to subordinates as appropriate.
Assists in utilizing selective enforcement data to determine personnel assignment needs and schedules. Assists the Sergeant in preparing daily schedules and work assignments. Monitors and provides guidance to officers in the proper maintenance of department issued equipment.
Patrols and enforces S.C. motor vehicle laws within assigned jurisdiction. Enforces other criminal laws as necessary. Participates in selective enforcement operations. Investigates collisions, determines causes utilizing complex investigative techniques, and determines enforcement actions to proceed through the judicial process. Serves as expert witness in criminal and civil court cases. Prepares and presents cases for prosecution in court. Must be trained and perform in a supervisory capacity in civil disorders, crowd control, and emergency management operations.
Must perform and maintain certification in law enforcement scientific procedures, to include: certified breath analyst possessing the knowledge and ability to administer breath tests to determine the level of alcohol in subject's system, certified radar technician operating radar equipment and supervising subordinates in the operation of radar. Must successfully complete all required in-service training and maintain LEO certifications.
Demonstrates knowledge of and proper application of the SCHP Manual of Operations, SCDPS policies and procedures, division directives, personnel management procedures, and laws governing the operation of vehicles and pedestrian traffic.
Develops sound working relationships with the general public, other law enforcement agencies, courts, and SCDPS personnel. Maintains effective communication with Post command staff and disseminates information to subordinate personnel as appropriate. Develops and participates in community safety programs. Maintains professionalism in all interactions with the public.

Minimum and Additional Requirements
TIME IN GRADE - Must possess a minimum of five (5) years of Certified Law Enforcement Service Time and a minimum of six (6) months of continuous service as a SCHP Lance Corporal or currently hold the rank of SCHP Master Trooper by the posted closing date of vacancy.
EDUCATION - High school diploma or GED equivalency.
PROMOTIONAL EXAMINATION - An applicant must have scored 70 or higher on a Promotional Examination for the vacancy rank within two years of the posted closing date of the vacancy.
PROMOTIONAL INTERVIEW PANEL - An applicant must have successfully completed a Promotional Interview Panel for the vacancy rank within two years of the posted closing date of the vacancy.
DISCIPLINARY ACTION - Any individual who is currently serving a suspension for disciplinary reasons or pending the outcome of an investigation shall be considered ineligible to participate in the promotion process. An involuntary demotion during the preceding 6 months of the vacancy closing shall be considered ineligible to participate in the promotion process.
EMPLOYEE PERFORMANCE MANAGEMENT SYSTEM - An individual who has received an "Unsuccessful Performance" rating on the employee's most recent performance evaluation or has received a "Warning Notice of Substandard Performance" during the 12 months preceding the closing date of the vacancy shall be ineligible to participate in the promotion process.
PROBATIONARY/TRIAL PERIOD - Any individual serving a one (1) year probationary or a six (6) months trial period shall be ineligible to participate in the promotion process.
RESIDENCY - Selected applicant must comply with the residency guidelines outlined in SCDPS Policy #300.47 (Residency Requirements for Commissioned Law Enforcement Officers) within 4 months of the effective date of the promotion/reassignment. Section IV. D. 1 Field Personnel (Trooper - First Sergeant) a. Troopers assigned to a Post shall establish residence in their assigned Post or, if residing outside of the Post, at a location that will allow them to respond to the county in which the assigned Post office is located within 45 minutes. IV. C. Troop/Unit/Commanders are responsible for determining compliance with this policy and shall approve or deny requests to reside outside of the area of assignment.

Preferred Qualifications
Must maintain S.C. Class I Law Enforcement Officer certification. Must have excellent knowledge of laws relating to traffic law enforcement. Must have ability to supervise other law enforcement personnel. The skills and abilities can be obtained through law enforcement training courses, in-service training and on-the-job experience. This employee should have the ability to deal firmly but courteously with the general public and should have the ability to react quickly and calmly in emergency situations. These abilities include but are not limited to talking, walking, sitting, hearing, reading, running, lifting, driving, wrestling, and firing a weapon.

Employee works under limited supervision with latitude to use his/her discretion and training to make sound decisions that often involve complex and volatile situations.

Overnight travel required on special assignments and/or response to critical incidents.
