Position Summary:

The CFO will oversee all financial functions, including accounting, financial reporting, budgeting, forecasting, compliance, risk management, and human resources. The CFO will also work closely with the Chief Operating Officer (COO) to align financial planning with operational initiatives and company-wide objectives. The CFO will provide financial oversight, ensure regulatory compliance, and lead accounting and financial operations to optimize organizational performance and profitability.

Key Responsibilities:
- Develop and execute financial strategies that align with corporate objectives.
- Enhance profitability through cost optimization and revenue growth strategies.
- Ensure strong financial governance and internal controls to mitigate risks.
- Partner closely with the COO to ensure that operational strategies are aligned with financial objectives, including cost control, revenue growth, and profitability targets.
- Implement and oversee a robust system of controls to minimize financial risks.
- Direct the production of all financial reports, ensuring compliance with GAAP or IFRS.
- Oversee banking, treasury transactions, and cash flow management accurately and efficiently.
- Administer accounting systems and project planning systems.
- Support the CEO and COO in strategic planning efforts, including mergers, acquisitions, and partnerships.
- Partner with the COO to drive financial success in bid and proposal (B&P) efforts.
- Lead the development of the annual budget and financial forecasts.
- Monitor financial performance and report significant budget variances to the COO, and CEO where required.
- Develop financial models and reports to support operational decision-making.
- Provide financial analysis focused on capital investments, pricing decisions, and contract negotiations.
- Maintain a documented system of accounting policies and procedures.
- Collaborate with external auditors, providing all required information ensuring successful audits.
- Ensure compliance with local, state, and federal government requirements, as well as applicable industry standards.
- Oversee the production of financial disclosure statements and incurred cost submissions.
- Evaluate and ensure compliance in labor reporting, pricing, cost reporting, and allocations for government contracts.
- Direct the production of accurate, timely financial statements.
- Negotiate cost impact statements, forward pricing, and final overhead rates with the Defense Contract Audit Agency (DCAA) or other government representatives.
- Provide leadership and oversee human resources functions, including talent acquisition, benefits administration, and employee relations.
- Ensure compliance with employment laws and industry best practices.
- Develop and implement HR policies and initiatives that align with business objectives.
- Oversee performance management, training programs, and collaborate with COO in workforce planning.
- Oversee the operations of the Accounting Department, including accounts payable, accounts receivable, payroll, and bank reconciliations.
- Advise division management on changes to government accounting principles and practices.
- Evaluate and implement best accounting practices to improve profitability and cost recovery while maintaining regulatory compliance.
- Develop and mentor finance and human resources professionals, fostering a high-performance team.
- Report financial status and key insights to the CEO, COO, shareholders, and owners. Provide expert advice on the allocation and allowance of specific cost items.
- Advise the CEO and COO on financial risks, trends, and opportunities.
- Advise the CEO and COO on human resources regulation and/or compliance changes.
Qualifications:
- Bachelor's degree in Accounting, Finance, or related field; CPA, CFA, or MBA preferred.
- A minimum of 20 years of progressive financial leadership experience, with at least 3 years in federal contracting.
- In-depth knowledge of government regulations, including GAAP, FAR, and DCAA compliance.
- Proven experience in financial planning, auditing, and risk management.
- Strong leadership, analytical, and communication skills.
- Experience with accounting systems and financial software; advanced proficiency in Excel.

- Expert understanding of accounting matters and the ability to answer related questions.
- Expert understanding of government accounting regulations, such as FAR, CAS, and GAAP.
- Ability to prepare, submit, and audit Annual Incurred Cost reports.
