This planning position assists Division Manager and Section Manager consistent with the strategic priorities of the County, performs professional work of a high-level difficulty in the supervision and coordination of staff activities, the review of various development for conformance with the County Comprehensive Plan, Land Development code, and applicable state and federal laws. Trains the planning staff and assigns work and delegates responsibilities to staff to ensure goals are met and high-quality customer service is maintained. Position is responsible for planning, coordinating and performing research, analysis, and reporting to ensure best value and best practice is achieved and department metrics are achieved. Work is performed with considerable independence and latitude within the framework of Florida State laws, County ordinances, policies, rules, and procedures. Responsibilities include training other staff members, coordinates plan review activities.

Working Conditions
Indoor/Office situation; high noise environment while performing certain responsibilities. Lifting equipment up to 25 lbs. alone; up to 50 lbs. with assistance.

Job Description
Essential Functions:

The incumbent is an effective team builder and provides broad leadership skills in a manner that fosters commitment, team spirit, pride, and mutual trust and respect; and delegates and manages the work of the planning staff.

Includes work assignments of Senior and Level I & II Planners. Acts as a technical advisor. Develops and trains assigned personnel.

Performs high degree of public interface. Serves as subject matter expert.

Oversees completion of projects assigned. Oversees progress of assigned planning team members.

Well-developed knowledge of multiple planning disciplines, such as land use, zoning, urban design, affordable housing or economic development.

Advanced knowledge of the philosophies, principals, and techniques of planning. Prepares and presents special reports and presentations.

Reviews and processes complex comprehensive plan amendments, rezonings, site plans, plats. Makes recommendations on projects.

Coordinates plan review activities with relevant county departments, government agencies, and other stakeholders.

Conducts policy analysis. Drafts and reviews responses to proposed rules, legislation, and regulatory changes.

Participates in outreach activities to educate the public, county staff, and other governmental agencies. Responds to inquiries from officials, developers, and the general public.

Responsible for regulatory compliance to ensure that all work is completed in accordance with applicable laws and government regulations.

Makes recommendations of performance goals of lower-level Planners to Management.

Sets goals and objectives for team members for achievement of operational results. Assigns work and delegates responsibilities to staff and monitors' progress. Hires, trains, coaches, appraises, and rewards assigned staff. Responds appropriately to employee complaints and issues. Cultivates strong working relationships and builds trust among team members.

Performs advanced professional work related to a variety of planning assignments.

Reviews and recommends new methods and procedures to make daily operations more efficient. Performs considerable short-term and long-term planning, scheduling, and coordinating within area of responsibility. Interprets and implements management policies for area of responsibility.

Maintains knowledge and understanding of current best practices, trends, laws, and issues affecting area of expertise. Upon approval, attends educational events that will increase professional knowledge and be otherwise beneficial to the County.

Performs other related work (including weather or extreme emergency duties) as required.

Minimum Qualifications
Bachelor's degree from an accredited college or university in Planning, Geography, Environmental Science, Landscape Architecture or field closely related to area of assignment.

Minimum five (5) yrs. related professional planning experience or field closely related to area of assignment.

Demonstrated leadership experience in large and complex planning projects.

Planning, or field closely related to area of assignment, experience can substitute for education on a year for year basis depending on the type of experience.

Valid driver's license required with valid Florida driver license required within 30 days of hire.

Equivalent combinations of education and experience may be considered.

GIS Mapping experience desired.

ArcGIS Urban/City Engine experience desired.

AICP Certification desired.
