Job Responsibilities
THIS IS AN INTERNAL POSTING FOR CURRENT SCHP OFFICERS ONLY.

This position serves Statewide Operations.
Employee will serve as Safety Coordinator for the State Department of Education with all law enforcement agencies, school districts, parents and the motoring public; promote safe driving practices through proper application of traffic laws, training and traffic safety presentations to groups of various ages and backgrounds with special emphasis on school bus drivers.
Employee will observe on a regular basis, the operation of school buses with an unmarked video equipped patrol vehicle for violations of law, rules, regulations and procedures; coordinate stop arm violations between school districts and Highway Patrol troop personnel; work with State Department of Education's Driver Trainers and Director of Training and Safety to maintain an efficient and applicable school bus driver curriculum.
Employee will conduct safety meetings with school bus drivers and shop personnel throughout the State; conduct safety meeting with students (K-8thgrades) regarding all aspects of school bus safety; make presentations to various agencies, businesses, civic organizations and parent-teacher organizations addressing concerns about school bus transportation; demonstrate to school district transportation personnel the proper utilization of the emergency exits found on public school buses and to randomly observe and evaluate school district emergency drills that are required once each semester by Guideline 17 of the federal regulations.
Employee will conduct Commercial Driver License training sessions and administer road tests with the State Department of Education's school bus maintenance shop personnel.
Employee will investigate complaints that originate from the state, school districts and parents with regards to the unsafe operation of school buses and take the appropriate action; investigate complaints that originate from the state, school districts and parents with reference to unsafe school bus stops and/or traffic conditions; assists the Director of Training and Safety for the State Department of Education with compiling accident trends and major causes; and investigate in conjunction with local law enforcement officials, school bus accidents that involve extreme amounts of property damage and/or serious injury or death on behalf of the State Department of Education for determining the most effective means of prevention.
Employee will be responsible for the duties of on-call supervisor assisting the CROs with media requests relating to collisions and incidents throughout the state. Employee will handle media interviews in regards to school bus safety in the absence of a CRO. Employee will also be utilized to assist in PIO duties during inclement weather or a State of Emergency. Employee will need to complete other duties as assigned.

Minimum and Additional Requirements
TIME IN GRADE - Must possess a minimum of five (5) years of Certified Law Enforcement Service Time and a minimum of six (6) months of continuous service as a SCHP Lance Corporal or currently hold the rank of SCHP Master Trooper by the posted closing date of vacancy.
EDUCATION - High school diploma or GED equivalency.
PROMOTIONAL EXAMINATION - An applicant must have scored 70 or higher on a Promotional Examination for the vacancy rank within two years of the posted closing date of the vacancy.
PROMOTIONAL INTERVIEW PANEL - An applicant must have successfully completed a Promotional Interview Panel for the vacancy rank within two years of the posted closing date of the vacancy.
DISCIPLINARY ACTION - Any individual who is currently serving a suspension for disciplinary reasons or pending the outcome of an investigation shall be considered ineligible to participate in the promotion process. An involuntary demotion during the preceding 6 months of the vacancy closing shall be considered ineligible to participate in the promotion process.
EMPLOYEE PERFORMANCE MANAGEMENT SYSTEM - An individual who has received an "Unsuccessful Performance" rating on the employee's most recent performance evaluation or has received a "Warning Notice of Substandard Performance" during the 12 months preceding the closing date of the vacancy shall be ineligible to participate in the promotion process.
PROBATIONARY/TRIAL PERIOD - Any individual serving a one (1) year probationary or a six (6) months trial period shall be ineligible to participate in the promotion process.
RESIDENCY - Selected applicant must comply with the residency guidelines outlined in SCDPS Policy #300.47 (Residency Requirements for Commissioned Law Enforcement Officers) within 4 months of the effective date of the promotion/reassignment. Section IV. D. 3. Law Enforcement personnel assigned to SCDPS Headquarters shall establish a residence within Richland County or at a location that will allow them to respond to Richland County within 60 minutes. IV. C. Troop/Unit/Commanders are responsible for determining compliance with this policy and shall approve or deny requests to reside outside of the area of assignment.

Preferred Qualifications
Employee must have the necessary training and communication skills to effectively promote school bus safety with all law enforcement agencies, all grade levels of students, parents, bus drivers and the general public. Must have good working knowledge of all traffic laws and school bus policies, rules and regulations; possess or obtain a Commercial Driver's License; and be certified under the Commercial Driver's License Safety Act Third Party Tester Program.
The guidelines of this position are determined by South Carolina criminal and traffic laws and the policies, rules and regulations promulgated by the State Department of Education. Supervision from upper level management is available, however, employee should have the ability to rely primarily on his/her own experience and discretion to perform the required duties.
Employee must have the ability to make accurate, immediate decisions with minimal consultation with higher level management.

Additional Comments
Must be willing to travel alone with many early morning departures and late evening returns in order to meet the necessary schedules. Frequent overnight travel is required.
