Chief Compliance + Operations Officer

The Deputy Chief of Compliance + Operations is a key leadership role that enhances operational effectiveness across compliance, crisis response, vendor oversight, and property management. As the second-in-command to the Chief Compliance and Operations Officer (CCOO), this role is responsible for translating strategic initiatives into operational execution, ensuring seamless alignment with organizational priorities. This leader will oversee critical functions, including labor relations, contractual risk management, vendor negotiations, and housing/property management.

Minimum Qualifications
  • Demonstrated alignment with the organization's mission and values.
  • Degree in Business Administration, Law, Public Administration, Housing, or a related field; Juris Doctorate preferred.
  • At least five years of management experience in compliance, operations, procurement, or vendor management, preferably within a quasi-government or system-level non-profit setting. Experience in labor law, contract negotiation, and risk management is highly desirable.
  • Strong background in federal funding compliance (HUD preferred), legal frameworks related to procurement and housing, and vendor/property management best practices.
  • Strategic thinker with strong executive functioning.
  • Ability to manage multiple priorities.
  • Experience overseeing compliance-driven operations.

Key Responsibilities

Strategic Leadership & Compliance Oversight
  • Serve as the #2 to the Chief Compliance and Operations Officer, ensuring alignment between strategy and operations.
  • Develop and oversee compliance policies, ensuring all activities meet federal, state, and local funding regulations.
  • Lead contractual risk management, serving as the general counsel for labor and vendor contracts (in coordination with external legal counsel).


Vendor and Property Management
  • Manage relationships with vendors, landlords, and property management entities to maintain and expand affordable housing options.
  • Oversee procurement and vendor contracts, ensuring cost-effectiveness and quality.
  • Lead efforts to secure long-term housing partnerships, focusing on sustainability and impact.


Crisis and Seasonal Sheltering Operations
  • Assist in overseeing the execution of crisis and seasonal sheltering operations, ensuring readiness and efficiency.
  • Monitor shelter capacity and resource allocation to optimize service delivery.
  • Work with community partners to enhance emergency response frameworks.


Labor Relations & Contractual Oversight
  • Serve as the liaison for labor relations, ensuring compliance with legal and regulatory frameworks.
  • Oversee contract negotiations, ensuring agreements are beneficial to the organization while mitigating risk.
  • Work closely with Human Resources to support workforce policies that align with operational goals.


Data-Driven Decision-Making
  • Analyze operational data to track performance, identify trends, and drive continuous improvement.
  • Ensure data compliance, working closely with the Data & Evaluation team to maintain accurate records and reporting.
  • Provide strategic insights to the Executive Leadership Team and Board of Trustees.

  • Intermediate to mastery proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and internet-based applications
