POSITION SUMMARY

The Senior Director of Case Management Services provides leadership and oversight for case management operations across the agency, including four shelters, ensuring the delivery of holistic, person-centered support to individuals, families, and veterans experiencing homelessness. This role champions a collaborative care team model, which takes an integrated, multidisciplinary approach to service delivery by bringing together professionals from behavioral health services, case management, peer support, and shelter and family support staff.

The Senior Director works closely with the Chief of Behavioral Health Services to support the clinician-directed collaborative care team model and ensure that case management services align with the agency's mission and values. Additionally, this role integrates housing support, behavioral health care, and essential wraparound services into case management operations.

Through hands-on leadership, staff development, and continuous quality improvement, the Senior Director enhances the effectiveness of case management programs, ensuring they remain coordinated, cost-effective, and high-quality.

The teams that make up Case Management Services are committed to providing holistic, person-centered support to individuals and families experiencing homelessness. We utilize a care team model that emphasizes collaboration among staff to deliver comprehensive services tailored to each person's unique needs. This team-oriented approach promotes stability for individuals, empowering them to set and achieve personalized goals while receiving the support they need to improve their well-being and secure long-term housing. Through ongoing supervision and development, we ensure that staff are equipped to offer compassionate, effective care that fosters growth and stability for those we serve.

REQUIRED COMPETENCIES

The Senior Director of Case Management Services must demonstrate strong leadership, supervision, and crisis management abilities while maintaining professional boundaries and fostering a trauma-informed, person-centered approach. This role requires emotional resilience, flexibility, and discretion, ensuring services are delivered with dignity, respect, and cultural competence.

The ideal candidate will have expertise in case management models, including Intensive Case Management, Trauma-Informed Care, Motivational Interviewing, Housing First, and Harm Reduction. They must be skilled in program design, monitoring, evaluation, and reporting, with experience in federal and state grant acquisition, compliance, and financial oversight.

Strong interpersonal skills are essential for collaborating with staff, clients, volunteers, agency personnel, and community partners. This role also requires the ability to navigate complex regulations related to shelter, housing, and homelessness, maintain participant records in compliance with HIPAA, and apply low-barrier service delivery principles effectively.

The candidate must be proficient in Microsoft Office and have a deep understanding of local resources, public benefits, and supportive housing systems. They should be able to work independently or as part of a team, supervise and develop leaders, and provide support during crises while maintaining professionalism and care.

RESPONSIBILITIES

Employee Leadership & Development: Provides strong leadership, supervision, and mentorship to case management staff, fostering a collaborative, team-oriented environment. Develops and implements training, coaching, and performance management strategies to build a skilled and resilient workforce. Ensures adequate staffing, balanced caseloads, and crisis response readiness, including maintaining an on-call rotation for after-hours needs.

Medicaid Billing & Compliance: Demonstrates expertise in Medicaid billing processes, documentation, and compliance to maximize reimbursement while ensuring adherence to state and federal regulations. Oversees accurate claims submission, reporting, and audits. Ensures case managers maintain proper case notes and documentation in accordance with Medicaid and agency requirements, reinforcing accuracy, timeliness, and compliance. Provides guidance and training to staff on Medicaid eligibility, billing procedures, and regulatory updates, mitigating risks and optimizing revenue for sustainable service delivery.

Program Development & Continuous Improvement: Leads program changes, quality improvement, and service adaptation based on data insights, best practices, and client needs. In partnership with the Data team, develops key performance indicators and program quality initiatives that measure and improve service delivery, client stability, and housing outcomes.

Financial & Grant Management: In partnership with Finance and Grants teams, develops and monitors operating and grant budgets to ensure fiscal accountability and sustainability. Tracks revenue and expenses, implements course corrections, and collaborates with HR to adjust staffing levels as funding fluctuates. Ensures compliance with grant requirements and procurement policies, maximizing public funding while preserving unrestricted funds. Plays a key role in grant identification, acquisition, and management, collaborating on program and data requirements, proposals, and budget development.

Donor Stewardship: Actively engages in fundraising and donor stewardship, maintaining relationships with key programmatic donors and supporting the development team. May participate in community council meetings as an agency representative.

Compliance & Risk Management: Ensures program operations align with agency policies, Council on Accreditation standards, and funding regulations. Monitors legislative and regulatory changes that impact service delivery, advocating for policies that improve client outcomes. Ensures staff comply with agency, municipal, state, and federal regulations related to funding and service delivery.

Facility & Operations Management: Ensures safe and well-maintained facilities, adequate staffing, and completion of hygiene and safety protocols (e.g., HIPAA compliance, workstation cleanliness). Communicates long-term capital improvement needs to the Facilities Director.

Stakeholder Collaboration & Community Engagement: Represents the agency in community meetings, interagency collaborations, and provider networks. Leads and participates in internal meetings to align with agency objectives. Ensures effective communication and partnerships to support service delivery and advocacy efforts.

Completes other duties as assigned to advance organizational goals and program success.

QUALIFICATIONS

Minimum Education Qualification: Bachelor's Degree in a field relevant to the position. Four (4) years of experience may be substituted for the required experience.

Minimum Experience Qualification: Eight (8) years of case management and social services experience, three (3) years of which must include experience in a senior leadership position.

A relevant combination of education and experience may be considered.

Preferred Qualifications: Master's degree relevant to the position, e.g. Social Work, Psychology, Public Administration or a related field.

WORK ENVIRONMENT

Work Environment: The work environment is an office setting, with occasional travel to community events, service delivery sites and rarely out of state travel for professional development.

Travel: Travel out of Alaska is rare. Occasional travel within Anchorage is required.
