Why does the job exist?
The purpose of this position is to support the Hazardous Waste Bureau (HWB) Los Alamos National Labs (LANL) Group by implementing the mission of the New Mexico Environment Department (NMED) to protect public health and the environment by preventing new contamination and addressing legacy pollution
How does it get done?
- Identify the objectives and goals and organizational plans of the LANL Group to ensure regulatory requirements of Resource Conservation and Recovery Act (RCRA) Permit, Consent Order and Federal Facilities Compliance Order (FFCO) are met, ensuring compliance with these regulatory documents to protect human health and the environment.
- RCRA permitting and Corrective Action
- Analyzing complex remediation options and making complex technical decisions, considering all possible options, to guide the LANL Permitting and corrective action program in the appropriate direction to ensure NMED's mission is being fulfilled.
- Frequent interaction with senior management, pueblos, stakeholders, and public is required including attending meetings and making presentations to public, senior management, citizens advisory board, and tribal leaders
- Strategic planning and a working relationship with the Bureau's financial staff is required
- Administrative, financial, technical, and programmatic responsibilities, including developing new regulations and processes and attending high level meetings
- Provide testimony at public hearings.
- Staying abreast of Environmental Protection Agency's new regulations, emerging contaminants, and updated sampling protocols.

- Occasional contact with external Federal, State and Local regulatory bodies as well as contractors and environmental not for profit organizations

Ideal Candidate
The ideal candidate will have experience in the following:
- Leadership and management skills
- Implementing the Resource Conservation and Recovery Act and Hazardous Waste Act Regulations
- Permitting and corrective action and compliance
- Auditing and inspecting federal facilities for compliance
- Managing environmental programs, budgets, and staff
- Managing a technical contractor
- Self-starter who is well-organized
- Able to communicate proficiently and effectively and possess strong writing skills
- Work in a high-paced office setting, follow direction, anticipate organizational needs, be capable of meeting short deadlines, and be proficient in conducting long-term planning
- Systems and workflow process improvements
Minimum Qualification
Bachelor's degree in Environmental Science, Animal Science, Natural Science, Biological Science, Physical Science and/or chemistry and six (6) years of work experience in environmental science, animal science, natural sciences, biological science, physical science and/or chemistry, to include three (3) years of professional level experience operating within parameters and guidelines directly related to the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling ten (10) years may substitute for the required education and experience.

Employment Requirements
Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment.
Working Conditions
Work will primarily be performed in an office setting during normal working hours. This position will require extended periods of sitting, typing and reviewing documentation, working with a computer and talking on the telephone. There may be repeated bending, squatting, and walking in the building. In-state travel, including overnight travel may be required. Outdoor field work may be required in all types of weather conditions.
