The of DCHS is seeking an Equitable Development Capacity Building Project Manager to be part of the King County Equitable Development Initiative (KC EDI) team. KC EDI supports the self-determination of historically underserved and underinvested communities and communities at risk of displacement in King County, by supporting community-led development projects and strategies to resist residential and cultural displacement and promote access to opportunity.
HCDD increases housing stability and develops strong communities. HCDD strives to be an anti-racist division and collaborate with our partners to center historically excluded and systemically marginalized people. This position will be part of the Capital Programs section which provides funding for affordable housing and community development projects, manages affordable housing assets, and provides housing repairs for low-income tenants and homeowners. The Equitable Development Capacity Building Project Manager (PPM II) will implement and develop capacity building strategies for community-based organizations leading housing-related development projects under the direction of the Equitable Development Program Manager and the Housing Capital Investments Manager.
This position will be responsible for staffing a new KC EDI Interim Advisory Board as well collaborating with the Interim Board to implement new equitable development related capacity building grants including developing a Request for Proposals (RFP). Additional tasks will include identifying scopes of work, negotiating contracts, and providing technical assistance for partner organizations as appropriate. This position will support DCHS's evolution to advance opportunities for community-driven development and community stewardship of affordable housing through capacity building of community-based organizations, in accordance with the Equitable Development Initiative and implementation plans.
The position will also be responsible for developing and maintaining positive relationships with community-based organizations (CBOs), particularly in communities most impacted by historical structural racism and discrimination and communities at heightened risk of displacement. These relationships will help inform KC EDI practices to better serve community-based organizations through-out King County.
This recruitment is to fill a Term-Limited Temporary (TLT) position that is anticipated to end 18 months after the start date. If filled by a King County employee who has passed their initial probation, the TLT will be as a Special Duty Assignment (SDA).

Job Duties

- Identify and advance opportunities for community-driven development and stewardship of affordable housing through building the capacity of community-based organizations (CBOs).
- Oversee and support the new KC EDI Interim Advisory Board to successfully develop and implement their annual workplan.
- Coordinate contract administration with an external contractor hired to plan and facilitate KC EDI Interim Advisory Board meetings and manage compensation.
- Work collaboratively with the KC EDI Interim Advisory Board to develop an RFP for new capacity building grants to support community-led organizations leading housing-related capital projects.
- Manage the RFP review and recommendation process, including leadership and participation from community advisors in accordance with the KC EDI Phase 2 implementation plan.
- Negotiate and manage the capacity building grant contracts and work to reduce barriers for smaller CBOs leading equitable community-driven development.
- Build and maintain relationships with CBOs and residents in areas vulnerable to displacement to identify priority needs for capacity building support and technical assistance.
- Collaborate with the County's Communities of Opportunity and Equity, Racial, and Social Justice teams to advance the County's approach to capacity building for equitable development.
- Work collaboratively with the Capital Programs team, across departments, and with external partners to deploy capacity building funding resources to address housing needs and advance the County's equity and social justice goals. For example, identify new community-based organizations to receive technical assistance and capacity building funding to support affordable housing, and offer informal referral support for organizations navigating the capital allocation process.
- Work closely with the Equitable Development Program Manager, the Housing Capital Investments Manager, and the Chief of Capital Programs to ensure alignment between capacity building and capital funding strategies for equitable development and support additional KC EDI implementation work as needed.
- Lead and participate in presentations and briefings to internal and external partners, elected officials, and other key stakeholders on work progress and approaches to capacity building for equitable development.
- Apply project management skills to successfully deliver products and services.
- Support HCD to develop best practices for capacity building and approaches to scaling up the work if additional funding is allocated for KC EDI.
- Apply a racial, equity and social justice mindset to all aspects of the work in partnership with community, team members, other Division and DCHS staff, and internal and external stakeholders.
- Perform other duties or special projects as assigned.
Experience, Qualifications, Knowledge, Skills
- Two years of work and/or volunteer experience in community organizing and empowerment, equitable development policy or programs, capacity building, affordable housing, or incorporating equity and social justice into programmatic approaches.
- Competency with one or more relevant subject matters such as anti-displacement strategies, community-driven development, economic development, community development, or affordable housing. Competency can be demonstrated through education, training, professional experience, or lived experience.
- Experience leading collaborative work with community members in communities of color or other historically underserved communities.
- Familiarity with examples of community-driven capital projects and equitable development principles and values.
- Knowledge of race, equity and social justice principles and practices, and understanding of the effects of place, race, policy, and systems-based inequities on BIPOC, low-income, and other underserved communities such as immigrants and refugees, people with disabilities, seniors, and Lesbian, Gay, Bisexual, Transgender, and Queer (LGBTQ+) communities.
- Excellent oral and written communication skills including the ability to communicate effectively and work with people of various cultural backgrounds.
- Excellent project management skills and demonstrated ability to coordinate and track multiple complex efforts.
- Valid Washington State Driver's License (within 6 months of hire) or the ability to travel throughout the county in a timely manner.
- Proficient skills in Microsoft Word, PowerPoint, Excel, Outlook, and web-based research methods.
Desired Experience, Qualifications, Knowledge, Skills:
- Experience with government RFPs and contracts or an interest in learning King County's contracting and procurement process.
- Experience serving on or staffing boards, advisory groups, or community workgroups.
- Working knowledge of the affordable housing development process.

- This position has been designated Non-Mission Critical. Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather.
