The state's new Resident Portal will transform and personalize the way Washington residents engage with state government. As the Resident Portal Manager, you will lead the implementation of a nation-leading digital platform which will impact the lives of all Washingtonians. The Resident Portal Manager is a part of the Digital Experience Division, which is within WaTech's Technology & Operations, and reports to the Director of Digital Experience. This position manages the members of the Resident Portal team.
As the Resident Portal Manager, you will be responsible for delivering strategic vision and overseeing executive-level engagement with all agencies across the executive branch. You will lead the planning, conceptualization, design, and implementation of the Resident Portal, ensuring alignment with overarching statewide IT strategic plan and organizational goals.

Holidays

Duties

- Manage, direct, mentor, train and evaluate all staff, activities, and work efforts within the Resident Portal Program for WaTech.
- Lead the design and development of Resident Portal technology solutions, considering both functional and non-functional requirements.
- Lead the development, implementation, and integration of agency applications in the Resident Portal, an enterprise system with a statewide impact.
- Direct the development of roadmaps, service action plans, support models, technical strategies and other associated service documentation to ensure customers can easily consume Resident Portal services.
- Collaborate directly with high-profile customers, including OFM, the Governor's Office, and other executive and independently elected offices, to analyze and understand their requirements. Using an iterative, customer-focused approach, design functional prototypes and develop launch-ready Resident Portal applications that align with both business and enterprise needs.
- Assign and prioritize the work of all resources.
- Manage contracted services, prioritizing and reviewing work and deliverables to ensure Resident Portal projects are completed on time and within budget.
- Lead and coordinate the efforts of cross-functional teams within WaTech and including agency and vendors to execute project plans.
- Participate in policy development workgroups. Review and provide comments on draft policies.
Qualifications
Requirements of the position:
- 10 years' experience working in positions of progressively higher levels of management delivering IT services with an emphasis on analyzing business requirements and developing solutions for enterprise digital services. This required experience must include:
- A combination of experience totaling four or more years in any of the following areas:
- Developing business models, strategic plans, policies, and budgets and creating cost-effective solutions to complex business challenges in all levels of an organization.
- Overseeing successful implementation of digital projects, i.e. high-traffic website design and development projects, accessibility remediation efforts, human-centered design projects, and/or statewide web application projects.
- Overseeing a multi-organizational initiative with matrixed and contracted resources and a budget exceeding two million dollars.
- Working with solutions architects and human-centered design teams to design complex systems which adhere to security, privacy and accessibility standards and policies.
- Three or more years of experience in:
- Managing large complex projects in the IT field. This includes the ability to provide senior-level expertise on project discipline, accountability and best practices over a wide variety of technical and business project initiatives. delivering technology services to a large, geographically dispersed customer base.
- Evaluating and procuring technologies that align with organization strategic plans.
- Leading, developing, coaching and managing a staff of IT professionals in a customer facing role.
- As a supervisor or manager with demonstrated experience managing at a high level of accountability with an annual budget with revenue and expense of at least two million dollars.
- One year experience:
- Overseeing development and implementation of IT governance processes such as policy management, compliance, monitoring, and reporting.
- Training on or working with Agile techniques and methods such as SAFE, LeSS, SCRUM and Kanban.
