Description
Boulder County Public Health is seeking to hire a Consumer Protection Program Coordinator. The Consumer Protection Program Coordinator requires dynamic leadership and management skills to oversee the food safety, vector borne diseases, and the body art programs in Boulder County. The position supervises program staff; manages multiple state grants; develops and manages complex program budgets; oversees implementation of a wide range of program strategies, including policy, communications, and systems change; collaborates with community, county departments, regional and state partners to develop a coordinated policy and regulatory approach for addressing program concerns at a local, regional and state level; and cultivates new and existing partnerships to enhance program practices and industry oversight as well as research into the prevention and health impacts associated food safety, vector borne diseases and body art practices.

As a member of the Environmental Health Leadership Team, this position contributes to setting direction for the division.

This is a full-time, benefited position that will work Monday - Friday from 8:00am-5:00pm. This position will work at 3450 Broadway Street, Boulder, CO. Under Fair Labor Standards Act (FLSA) this position is exempt.
Boulder County requires its employees to reside in the state of Colorado as of the first day of work.
Hiring Salary Range: $87,948.00 - $107,322.00 Annually

Examples of Duties

Leadership:
  • Develops and articulates a clear, compelling vision for the Consumer Protection Programs.
  • Serves as a subject matter expert in program area, and represents BCPH on relevant local, state, and national organizations and in public settings, such as testifying before policymakers, training community professionals, and making presentations to the public and other professionals.
  • Participates as a member of the Environmental Health Leadership Team and in agency-wide initiatives to support and positively influence peers, the agency, and the community.
  • Supports strategic planning within the program to enhance interconnections and partnerships between programs and efforts.
  • Provides advice and advocacy to BCPH leadership, local and state policymakers, government officials, and community organizations on state statutes and regulations within program areas.
  • Promotes innovation, critical thinking, clear and direct communications, and responsible decision making among program staff.
  • Promotes practices and policies that provide protection against factors that may adversely impact human health or the ecological balances to long-term human health and environmental quality.
  • Uses knowledge and understanding of health and racial equity to enhance, initiate, and promote services to priority populations.
  • Creates and sustains a management system and culture that promotes excellence, continuous quality improvement, shared leadership.
  • Staff Supervision/Team Development:
  • With Food Safety Team Lead, directly supervise a collective program staff of approximately 12.
  • Serves as a role model to staff by exemplifying high professional values that include adhering to agency values, work ethic, integrity, and accountability.
  • Models the values of the department, including participative management, excellent customer service, teamwork, collaboration, work/life balance, and respect for diversity.
  • Motivates, supports, and coaches program staff to an optimum level of performance in areas of program responsibilities.
  • Promotes ongoing staff education/professional development and team building to ensure that staff is adequately oriented, trained, and prepared for their roles.
  • Recruits, hires, supervises, and fosters professional development of program staff and supervisors, including conducting performance appraisals and recommending personnel actions on promotion, discipline, and termination.
  • Creates and sustains a management system and culture that promotes collaboration, excellence, continuous quality improvement, accountability, and shared leadership.
  • Works with program staff to establish program goals, priorities, and work plans.
  • Administration:
  • Monitors program budgets, contracts, and grants to ensure that identified program goals and objectives are achieved; identifies budgetary needs, resources, and opportunities. Assures fiscal responsibility for program funding.
  • Utilizes multiple sources of data to monitor and analyze health concerns associated with food safety, vector borne disease and body art. Communicates data to key community and regional partners for broader planning and policy development.
  • Understands, interprets, and supports existing and proposed policies, programs, and regulations that align with program priorities.
  • Ensures operating systems for program planning, service delivery, data collection, program evaluation, and reporting.
  • Maintains the quality, adequacy, and effectiveness of program services; addresses statutory and legal issues within program areas.
  • Oversees the recruitment and hiring of program staff.
  • Manages multiple state, and foundation grants in compliance with grant requirements, restrictions, and timelines, cultivating positive working relationships with project officers.
  • Develops, leverages, and monitors complex program budgets that align with identified program priorities and interventions.
  • Seeks additional sources of funding to build program capacity, including grants.
  • Develops, implements, and monitors systems of program and community data collection to evaluate the effectiveness and quality of program services and collective community efforts.
  • Collaboration:
  • Collaborates with community, county departments, regional and state partners to develop a coordinated policy approach for addressing program concerns and leverages the expertise of other partners to help contribute to local problems or challenges related to program areas.
  • Initiates and maintains effective collaborative partnerships with relevant government, private sector, community organizations, school districts, and funders to identify public health problems and goals; implements projects and strategies to achieve those goals; and responds to requests for collaboration that are initiated by others.
  • Engages in highly collaborative approach with industry and community partners, focused on strengthening their capacity, incorporating priority concerns into program goals, and ensuring ongoing communication to enhance agency accountability and transparency.
  • Represents BCPH in a variety of community groups, agencies, and professional organizations.
  • Performs related duties, as required.

    • Seven years performing technical tasks in investigation of environmental health conditions, or
    • A bachelor's degree in physical, biological, or sanitary sciences or related field plus three years performing technical tasks in investigation of environmental health conditions, or
    • Any equivalent combination of experience and education
