We are seeking for an experienced Vice President of Business Intelligence and Population Health to lead our Business Data Analytics services and Population Health programs. The ideal candidate will have deep experience negotiating value-based care contracts, be well versed in Population Health Management and have a firsthand experience building and maintaining analytics platforms. The role requires a strong strategic mindset to identify critical business metrics and develop data-driven strategies to optimize operations and drive growth.

The Vice President of Business Intelligence and Population Health is specifically responsible for establishing processes and implementing best practices to create "best in class" analytics, business intelligence and reporting capabilities at LSCC that support clinical and operational reporting, grant and contract obligations, value-based care programs, product development, and business strategy.
Responsibilities
- Responsible for internal BI competency center or center of excellence (BICC or BI COE)
- Leads the Population Health/value-based care team
- Develops strategies to implement successful value-based contracts arrangements with health plans and grantors
- Works closely with the senior executives, operational, and medical leadership to drive improvement in quality of care
- Initiates and leads the processes to review, analyze and negotiate value-based contracts
- Responsible for achieving cost and quality metrics designated in value-based contracts, grants and regulatory requirements
- Leads and manages Population Health related topics in health plan relationships
- Develops opportunities to grow community relationships with other population health organized groups and other healthcare partners (external focus and relationships)
- Conduct key data needs analysis of all internal departments, and develop, communicate and execute the appropriate strategy and plan to meet the needs of all key stakeholders.
- Create, recruit and manage a team responsible for data analysis and BI platform development to support LSCC business functions.
- Consolidate data analytics and reporting throughout the company and establish best practices for analytical processes and report generation.
- Develop automation and process improvements to internal analytics report architecture to improve or maintain scalability of the reporting platform and ensure increased capacity year-over-year
- Maintain data integrity and transparency to increase data confidence across all business functions
- Articulate vision and develop strategy and deployment plan to create a best-in-class meta data warehousing infrastructure, and analytical and reporting tools.
- Establish management dashboards to provide actionable and timely business insights for each operating area of the company.
- Implement GRC (Governance, Risk, Compliance) aspects of BI and data management and lead shared governance models with value-based care delivery system partners and other relevant stakeholders.
- Develop and manage relationships with all key internal stakeholders and constantly remain current with the direction of overall business plans.
- Create appropriate metrics and tools to constantly assess and refine the effectiveness of all functional units
- Conduct key data needs analysis of all internal departments, and develop, communicate, and execute the appropriate strategy and plan to meet the needs of all key stakeholders.
- Guide implementation, strategy, automation and audience segmentation for Data Management Platforms
- Establish key business and customer metrics and create a results-oriented dynamic real-time reports and dashboard solutions
- Consistently integrate sources of data to create actionable customer insight and recommendations. In addition, synthesize current business intelligence or trend data to support recommendations for action
- Maintain data integrity and transparency to increase data confidence across all business units.
- Adhere to strict compliance timeline around month-end, quarter-end, and year-end responsibilities, as well as various grantor contractual requirements
- Strong communication and interpersonal skills
- Work with various APIs to access and aggregate data for a variety of internal and client platforms
- Partners with business clinical and financial operations to ensure effective design of decision support solutions
- Clearly define project scope, timelines, and deliverables. Must effectively manage time in order to meet delivery commitments

Qualifications
- Bachelor's degree in Computer Science, Finance, or Healthcare related field required
- Minimum of ten years of relevant data science, business intelligence or data analytics experience.
- Minimum of seven years of leadership and management experience (local and remote resources).
