Your Role
The Health Solutions IT Portfolio team at Blue Shield is tasked with building a secure, scalable Cloud based solutions to support critical business processes by establishing best practices and standards as we rapidly transform ourselves to be a digital first company. The Application Developer, Principal will report to the Sr Manager, IT Health Solutions IT Portfolio. As a Application Developer Principle, you will play a critical role in assessing our current Solutions and driving the transformation efforts related to Utilization and Care Management towards cloud migration, primarily on Microsoft Azure and Salesforce Health Cloud. This individual will define and enforce standards, lead technical training, and serve as the expert developer & lead principal responsible for assuring solutions built within their scope are highly secure, performant, and robust. This includes effective communication and influence of IT, business, and vendor partners, providing solutions that are optimized for cost, quality, security, and fit for purpose.

Your Work
In this role, you will:
- Lead the implementation of the tech design based on the Enterprise architecture and solution design
- Lead end to end solution delivery of Large scale projects to ensure the outcome design meets functional and non-functional requirements
- Review and analyze data to predict future needs and devises enhancements
- Act as the technical lead that drives the successful integration of application systems, projects and enhancements
- Instruct, direct, mentor, and monitor the technical work of projects senior staff
- Will be expected to be a technical champion, across domains, and advocate for the optimization of Health Solutions platforms & cloud-based solutions needed to support Blue Shield's growth and financial goals.
- Will serve as IT representative in cross-organizational initiatives that serve to drive scale (growth), cost optimization, quality, and end-user experience.
- Serve as technical owner for major initiatives impacting the Health Solutions portfolio - establishing trusted relationship with business partners, internal IT organization, other IT portfolio leaders, and key suppliers' technical teams.
- Provide technical leadership in establishing a competency center that educates other IT professionals on service & cloud-based design & development practices.
- Effectively communicate approach, value, risk, alternatives, and status of goal progress with executive & senior management, business sponsors, and product managers.
- Experienced with relevant software development tools, industry protocols, troubleshooting & support procedures, monitoring & quality controls, and communication/documentation software.
- Self-directed, works with limited management direction and exercise considerable latitude in determining technical objectives of assignment.
- Applies significant knowledge of IT and healthcare industry trends.
Qualifications
Your Knowledge and Experience
- Requires a bachelor's degree or equivalent experience
- Requires at least 10 years of prior relevant experience
- Demonstrated ability to formulate strategies, communicate and build alignment on concepts from ideation to execution.
- Strong ability to influence, collaborate, and build relationships with key stakeholders, vendors, and cross-functional teams.
- Ability to assess potential opportunities, risks, and issues, and make recommendations to resolve or course-correct as necessary.
- Ability to effectively manage meetings and work regularly with a variety of stakeholders.
- Effective verbal and written communication skills including the ability to create, translate, and execute technical deliverables.
- Proven experience educating and influencing others and collaborating across all functions and levels in a highly matrixed organization.
- Healthcare experience in Utilization and Care Management (Salesforce Health Cloud, Facets, FHIR).
- Experience collaborating with external vendors and distributed on/offshore teams.

- Hybrid (Default): Work from a business unit-approved office at least two (2) times per month (for roles below Director-level) or once per week (for Director-level roles and above).Exceptions:

- Employees living more than 50 miles from their assigned offices are expected to work with their managers on a plan for periodic office visits.
