Job Responsibilities

Supervises the encroachment permit review/approval process for commercial and large residential developments within the District. Reviews permits in a timely manner for accuracy, supporting documentation, and compliance with SCDOT engineering standards, policies and guidelines. Coordinates with county offices and various engineering divisions within SCDOT in review of permits as necessary. Coordinates reviews by and/or meetings with developers, local officials, district engineers, Headquarters staff, etc., on complex encroachment permits to discuss and ensure compliance with state and federal engineering standards and to resolve problems relate to permit approval and compliance. Conducts site visits as required for preliminary review and consideration of encroachment permits. Reviews encroachment permits submitted by local governments and public agencies. Serves as the District liaison for the coordination of submittals and plan reviews pertaining to the proposed roadway improvement, design and enhancements. Collects comments from appropriate Agency engineering disciplines and provides a single response to applicant. Maintains encroachment permit files and tracking system for the District to ensure timely review and processing. Initiates and coordinates review of permits by various units within SCDOT as required by policy. Maintains a tracking system for accountability and to ensure timely review of encroachment permits. Coordinates site inspections on approved encroachment permits as necessary to ensure compliance with permit design, special provisions, safety and workmanship. Reviews other encroachment permits submitted to the District Office by county offices as necessary. Provides support and direction on complex permit design, construction sequencing, traffic control, etc. Provides support and training of county encroachment permit technicians related to encroachment permit standards and regulations as necessary. Reviews HMMS/EAMS documentation and prepares monthly reporting documents for Commission and Secretary of Transportation approval. Performs other related duties as assigned.
Minimum and Additional Requirements
A bachelor's degree in Engineering and six (6) years of engineering work experience. Necessary Special Requirement: Registration as a Professional Engineer by the South Carolina State Board of Registration for Professional Engineers and Surveyors. A valid motor vehicle operator's license is required.
The physical demands for the essential functions of this position involve sitting or standing for extended periods of time. This position may require travel. This position may require bending, stooping, reaching, twisting, climbing, balancing, and kneeling. This position required driving and walking for extended periods, treading rough and uneven terrain, working in close proximity to motoring traffic, and natural environmental hazards. May be required to work outside of normal work schedule, especially during inclement weather and/or other departmental-related emergencies. This position may be exposed to outside environment in all weather conditions and noise.
