SUMMARY: We are seeking an experienced and strategic Program Director to lead our workforce development initiatives. The successful candidate will lead strategic initiatives, manage day-to-day operations, and foster a positive environment. This role requires a strong understanding of business management principles, expertise in designing effective workforce programs, and a proven track record in meeting performance benchmarks. The ideal candidate will possess outstanding communication and presentation skills, and superior time management and organizational abilities. This position also demands a keen aptitude for change management and the execution of action plans to enhance program performance.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • Direct intensive and case management services to be consistent with plans and attain the established program goals, ensuring compliance with all local, state, federal laws, rules, and regulations.
  • Ensure that the standard operating procedures and strategic plan align with the contractual and program expectations.
  • Ensure that operating procedures align with successful performance management outcomes.
  • Provide oversight and strategic direction for the project's performance management process.
  • Ensure that all staff operate with clear expectations and accountability of individual KPI's.
  • Provide general oversight and supervision to managers and functionally supervise all staff.
  • Lead staff development efforts and continuing professional development initiatives.
  • Participate in the recruiting, interviewing, hiring, and training of all staff.
  • Evaluate assigned employee performance, prepare performance appraisals, recommend, and document disciplinary action.
  • Establish and maintain positive working relationships with funders, employers, state and local partners, organizations, and businesses in the community.
  • Oversee all management information and financial activities and transactions.
  • Supervise internal and external audits.
  • Travel up to 20%.
  • Other duties as assigned.

QUALIFICATIONS: To perform this job successfully, an individual must be able to carry out each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skills, and abilities required.

CORE COMPETENCIES:
  • Knowledge of general laws and administrative policies governing workforce development programs, operational systems, and management principles.
  • Ability to professionally adjust to unforeseen circumstances or programmatic changes
  • Excellent interpersonal, project and time management, customer service, organizational skills.
  • Ability to effectively communicate complex ideas, both oral and written.
  • Ability to effectively understand roles and relationships within the public workforce system.
  • Demonstrated competencies in communication, strategic planning, problem solving, fiscal management and team leadership.

EDUCATION and/or EXPERIENCE:
  • Bachelor's degree in business, education, public administration, behavioral science or related field from an accredited college or university; master's degree strongly preferred.
  • At least five (5) years of experience in management of workforce development, employment and training programs, and/or staff supervision.
  • Demonstrated ability to manage and operate an effective adult learning, workforce development, or employment placement business.
  • Experience working with adults in the workforce systems.

OTHER SKILLS AND ABILITIES: Personal computer literacy required, including effective use of the Internet, e-mail, video conferencing (Zoom, Teams) and other Microsoft Office Products (Word, PowerPoint, and Outlook). Ability to learn workforce related case management software.

PHYSICAL DEMANDS: While performing the duties of this job, the employee is regularly required to walk, sit, talk, and hear. The employee must occasionally lift and/or move up to 25 pounds. WORK ENVIRONMENT: The noise level in the work environment is usually moderate.
