POSITION DESCRIPTION SUMMARY

KKCS is seeking an experienced QA/QC Technical Reviewer - Electrical to perform technical reviews of electrical plans and specifications for educational facilities. This role involves ensuring compliance with district standards, codes, and best practices while providing technical guidance and feedback to support high-quality project delivery. The ideal candidate will have extensive experience in electrical engineering planning, design, and construction for K-12 school projects, with strong attention to detail and effective communication skills. The position is full-time and onsite in Los Angeles, CA.

Key Responsibilities:
  • Technical Plan Review: Perform in-depth reviews of proposed electrical plans and specifications submitted by District personnel, consultants, architects, and engineers.
  • Quality Assurance: Ensure adherence to District standards, electrical design coordination, and quality documentation.
  • Guideline Development: Provide feedback and lessons learned to support updates and maintenance of the District's Design Guidelines, including the School Design Guide, Educational Specifications, Guide Technical Specifications, and Standard Technical Drawings.
  • Policy Review & Compliance: Assist in maintaining and updating District policies and guides to ensure compliance with building codes, safety requirements, and construction quality standards.
  • Cross-Disciplinary Coordination: Work closely with various units in the Design and A/E Technical Support team and other District organizations to align project activities.
  • Site Inspections & Recommendations: Provide technical support during construction to address product substitutions, deviations from standards, and technical questions from project stakeholders.
  • Constructability & Peer Reviews: Perform quality assurance, constructability, and peer reviews for District projects in design and construction.
  • Technical Writing: Prepare detailed reports and technical descriptions for District engineering standards and project reviews.
  • Project Collaboration: Work effectively with architects, engineers, District personnel, and public agency representatives.


Minimum Requirements:
  • Experience:
    • Ten (10) years of full-time paid professional experience in electrical engineering planning, design, and construction of educational facilities.
  • Education:
    • Bachelor's degree in Architecture, Electrical Engineering, or a related field from a recognized college or university.
    • (Additional qualifying experience may substitute for up to 2 years of the educational requirement on a year-for-year basis.)
  • Technical Knowledge & Skills:
    • Familiarity with California Building Code (CBC), Cal Green Energy Code, OSHA standards, and ASHRAE/ASTM requirements.
    • Knowledge of electrical engineering practices related to the modernization, repair, and construction of K-12 school facilities.
    • Understanding of Division of the State Architect (DSA) and California Department of Education (CDE) requirements.
    • Experience with Leadership in Energy and Environmental Design (LEED) and Collaborative for High-Performing Schools (CHPS).
    • Ability to perform detailed quality assurance/quality control reviews and prepare electrical standards and specifications for school buildings.
    • Strong attention to detail with the ability to provide clear and concise comments on complex technical specifications.
    • Excellent written and verbal communication skills.
    • Ability to work effectively with diverse teams, including architects, engineers, and project stakeholders.
    • Familiarity with commissioning processes and documentation requirements.


Preferred Licenses and Certifications:
  • A valid Certificate of Registration as an Architect by the California State Architectural Board or Professional Engineer (PE) by the State Board for Professional Engineers and Land Surveyors.
  • Certified Construction Manager (CCM) credential issued by the Construction Manager Certification Institute (CMCI).
