POSITION DESCRIPTION SUMMARY

KKCS is seeking a highly skilled Project Development Manager - Asset Management to lead the planning, design, and pre-construction phases of school modernization and new school construction projects. This key leadership role will be responsible for managing scope, schedule, and budget while ensuring successful project execution. The ideal candidate will have extensive experience in capital project management, a strong understanding of public sector project delivery, and excellent communication and problem-solving skills. The position is full-time and onsite in Los Angeles, CA.

Key Responsibilities:
  • Project Planning & Coordination: Plan and coordinate pre-construction activities for new school construction and modernization projects.
  • Project Management: Oversee the scope, schedule, and budget for multiple school projects to ensure overall success.
  • Issue Resolution: Resolve complex planning, design, and construction-related issues, disputes, and disagreements.
  • Team Supervision: Develop, assign, and monitor the performance of Assistant Facility Development Managers (AFDM), Design Managers (DM), and Design professionals.
  • Reporting & Analysis: Provide regular project status updates, budget and schedule reports, and analysis of issues to Departmental, Branch, and Board representatives.
  • Design & Construction Oversight: Review project progress through all development phases and coordinate with utility and government agencies to ensure timely project completion.
  • Contract Management: Assist project teams with A/E contracts, bid and contract planning, and review and verify Design Professional contract scope, fees, and payment applications.
  • Quality Control & Fiscal Management: Provide functional direction over project schedules, cost control, dispute resolution, contract administration, and quality control for multiple projects.
  • Collaboration & Coordination: Coordinate project activities with various District branches and departments, including Office of Environmental Health and Safety, Design and A/E Technical Support, Project Execution, and site personnel.
  • Policy Development: Develop and recommend internal policies and procedures to improve project management processes.


Minimum Requirements:
  • Experience: Ten (10) years of experience managing the planning, design, construction, and coordination of capital projects.
  • Education: Bachelor's degree in Architecture, Engineering, or Construction Management from a recognized college or university. (Additional qualifying experience may substitute for the educational requirement on a year-for-year basis.)
  • Technical Skills: Strong understanding of project delivery and procurement methods for public projects and experience with CEQA, agency approvals, and coordination with city and county agencies.


Preferred Qualifications:
  • Experience with the scoping and planning of new construction and modernization projects.
  • Experience with LEED and/or Collaborative for High-Performing Schools (CHPS) projects.
  • Familiarity with Building Information Modeling (BIM) and formal construction partnering processes.
  • Community engagement experience with strong oral and written communication skills.


Licenses and Certifications:
  • Preferred:
    • Certificate of Registration as an Architect (California State Architectural Board) or Professional Engineer (State Board for Professional Engineers and Land Surveyors)
    • Certified Construction Manager (CCM) credential issued by the Construction Manager Certification Institute (CMCI)
    • LEED Professional Accreditation
