Summary

The UXO Technician III will support Military Munitions Response Program (MMRP) field operations for the Ahtna Former Fort Ord MMRP project. The project is managed out of the Monterey, California office with a field office on the Former Fort Ord. The UXO Technician III conduct and supervise MEC-related activities (e.g. searching for, identifying and classifying, moving, storing and destroying unexploded ordnance (UXO) and discarded military munitions (DMM) and their fuses.) safely and in accordance with applicable requirements and approved plans.

The pay rate for this position is $51.87/hour + $4.93/hour H&W + 4%-8% Hazardous differential dependent on work/task.

Essential Duties and Responsibilities (including but not limited to):
  • Meeting the criteria for and performing the functions of a UXO-TIII, UXO-TII, UXO-TI, and Sweep Personnel in accordance with DDESB Technical Paper-18.
  • Serving as the UXO team leader and supervising teams for all on-site MEC-related activities.
  • Ensuring compliance with DDESB-approved site plans.
  • Supervising and performing on-site destruction or demilitarization of MEC in place or at a consolidated detonation site. This includes determining where and when it is safe to initiate destruction and when engineering controls are required to mitigate the effects of a detonation.
  • Implementing an explosives storage plan in accordance with applicable guidance.
  • Determining UXO-related storage compatibility
  • Preparing an explosives storage plan.
  • Preparing administrative reports required for munitions responses (e.g., daily UXO team report) and similar operations.
  • Developing and implement standard operating procedures and work plans for munitions responses and operational range clearance activities.
  • Assisting in the preparation of risk and hazard analyses.
  • Conducting daily site safety briefings.
  • Supervising segregation of UXO-related scrap from non-UXO-related scrap, safe-handling procedures, team preventive medicine, and field sanitation procedures.
  • Supervising donning and doffing of PPE, operation of a personnel decontamination station, and maintenance and operator checks on all team equipment.
  • Perform any other duties assigned by management.
  • Responsible for the operational execution of DoD, Ahtna policies, standard operating procedures, and practices that support the requirements of the project.

Minimum Qualifications
  • High School Diploma
  • Graduate of a military EOD school of the US, Canada, Great Britain, Germany, or Australia with a minimum of 8 years total EOD/MEC experience; or graduate of an accredited UXO-TI Course or the EOD assistant's course and a minimum of 8 years prior MEC related experience
  • Five (5) years of supervisory experience in transportation, handling, and storage of munitions and commercial explosives.
  • Significant successful experience in all aspects of munitions response actions or range clearance activities, as appropriate for the contracted operations
  • United States Army Corps of Engineer (USACE) number and documentation indicating UXO experience level for verification
  • Must be reliable and able to travel to the job site, as required
  • Current driver's license with clean driving record, ability to be covered by company insurance
  • Pass a State and Federal criminal history/security background check (provide an Explosives Employee Possessor Questionnaire (ATF FORM 5400.28) upon employment)
  • Pass a pre-employment drug screen
  • Thorough understanding of corporate and industry field practices, processes, standards, , and their impact on project activities
  • Ability to pass an annual OSHA HAZWOPER physical
  • Working knowledge of the relevant portion of the Defense Explosives Safety Regulation (DESR) 6055.09 Edition 1, Change 1, dated February 27, 2024, current versions of Engineering Manual (EM) 385-1-1, EM 200-1-15, and Munitions Response-Quality Assurance Project Plan modules 1 and 2 and associated guidance and regulation

Preferred Qualifications:
  • Experience working on Former Fort Ord MMRP projects
  • Occupational Safety and Health Administration (OSHA) 40-hour hazardous waste operations and emergency response (HAZWOPER) training with the most recent refresher
  • Up-to-date annual OSHA HAZWOPER physical
  • Experience operating and supervising the use of heavy equipment and towing trailers
  • CPR and First Aid training
  • Competence in using Microsoft Office products, email systems, and Windows
  • Knowledge and experience with Alaska Native cultures.

Physical Demands (including but not limited to)
  • Work is generally performed outdoors, with periods of indoor office work. While outdoors may be subject to construction site conditions, explosive hazards, confined spaces, changes in temperature, weather conditions, and noise levels.
  • Using hands/fingers requiring dexterity and coordination to handle files and single pieces of paper, reaching with hands and arms for items above and below desk level, talking, hearing, and seeing (up close, at a distance, along the periphery, with depth perception, and the ability to adjust focus); walking from place to place.
  • While in the field, reaching with hands and arms for items above and below sight level, talking, hearing, and seeing (up close, at a distance, along the periphery, with depth, color perception, and the ability to adjust focus); walking from place to place within the project location with occasional use of stairs and no elevator available; bending, pushing, pulling, and standing for up to 12 hours. Frequent lifting of up to 50 pounds, such as small electrical components, equipment, and other materials.
  • Frequently walking long distances in areas ranging from flat surfaces to areas with uneven surfaces and steep terrain with little to no vegetation or heavily wooded areas.
  • Minimal travel may be required to shareholder communities, subsidiary offices, and other project locations as needed.
  • Work requires computer usage with strength, dexterity, coordination, and visual acuity to use a keyboard and video display terminal and other office equipment.

Work Schedule: Monday-Friday, 8:00 a.m.-5:00 p.m. or as needs dictate
