Southeast is the southeastern quadrant of Washington, D.C., the capital of the United States, and is located south of East Capitol Street and east of South Capitol Street. It includes the Capitol Hill and Anacostia neighborhoods, the Navy Yard, the U.S. Marine Barracks, the Anacostia River waterfront, Eastern Market, the remains of several Civil War-era forts, historic St. Elizabeth's Hospital, RFK Stadium, Nationals Park, and the Congressional Cemetery. It also contains a landmark known as "The Big Chair, " located on Martin Luther King Avenue. The quadrant is bisected by the Anacostia River, with the portion that is west of the river sometimes referred to as "Near Southeast ".

Saint Elizabeth's Hospital
St. Elizabeth's Hospital is a facility in southeast Washington, D.C., originally built to be a psychiatric hospital. Since 2010, hospital functions have been limited to a portion of the east campus operated by the District of Columbia Department of Mental Health. The remainder of the east campus is slated for redevelopment by the District of Columbia which owns the site. The west campus is owned by the Federal government and is being redeveloped for use as headquarters for the U.S. Department of Homeland Security. St. Elizabeth's opened in 1855 and was the first Federally-operated psychiatric hospital in the U.S. Housing over 8,000 patients at its peak in the 1950s, the hospital had a fully functioning medical-surgical unit, a school of nursing, and accredited internships and psychiatric residencies.

The Residency Program
Located in the heart of the nation's capital, Saint Elizabeth Hospital/DC DBH is the primary training site for ACGME-accredited, community-based training programs in Adult Psychiatry and Forensic Psychiatry. The hospital opened in 1855 as the first federally operated psychiatric hospital in the United States and continues serving patients today with severe and persistent mental illness as part of the District of Columbia Department of Behavioral Health. Our residency and fellowship programs are robust pieces of the long-standing history of Saint Elizabeth Hospital as a teaching site for those working in the mental health field.

Saint Elizabeth Hospital/DC DBH is home to accredited, full-time residency training programs for Psychiatry, Forensic Psychiatry, Psychology, Dentistry, and Chaplaincy and part-time training programs that include art and dance therapy, nursing, and social work. The wide array of training that takes place in the hospital allows our residents and fellows to truly take part in comprehensive care for patients living with mental illness.

REQUIREMENTS
  • The Director shall teach Psychiatry Residents Doctors using formal and hands-on approaches including the following methods:
    • Research design and methods
    • Interpretations of basic and clinical scientific articles
    • Integrating evidence-based psychiatry in practice
    • Writing scientific manuscripts, abstracts
    • Preparing and delivering Oral and poster presentations
    • Biological bases of psychiatric practice.
    • Neuroscience basis of psychopharmacology.
    • Implementing Client methodologies - podcast, TED talk line, blog. ix. distinguishing and combining the art and science of medicine
  • The Director shall evaluate Psychiatry Residents for comprehension, understanding and their ability to apply training sessions. Evaluations must be done twice yearly or at the end of the training sessions according to the form approved by the District, and submitted in a timely manner.
  • The Director shall inform the District of any Psychiatry Residents deficiencies related to attendance, completion of assignments, documentation, or relations with peers and other professionals.
  • The Director shall perform other educational/training psychiatric duties as reasonably assigned by the Contracting Officer.
  • The Director shall mentor faculty in advanced neuroscience, advanced molecular epidemiology, modeling, project design, grants writing and implementation, critical appraisal of literature and presentations, research networking, presentation of scientific reports, publishing.
QUALIFICATION FACTORS:
The Director must be qualified in the following areas:
  • Certified by the American Board of Psychiatry and Neurology.
  • Five (5) years of experience in the assessment, diagnosis and treatment of persons with severe and persistent mental illness.
  • Ten (10) years of experience in research training and mentorship
  • Ten (10) or more publications in peer-reviewed journals within the past 5 years
Additional Qualification Factors include the following:
  • Current peer-reviewed research grants in psychiatry, other medical disciplines, psychology, or the social sciences.
  • Current faculty appointment in psychiatry, other medical disciplines, psychology, or other social sciences at an academic institution iii. Statement describing demonstrated overall capability to ensure all deliverables are met.
  • Statement describing any demonstrated past similar experiences that organization has had within, preferably, hospital settings providing research training.
  • Resumes (CV's) of all personnel who shall be associated with this Project specifically medical certifications and training experience pertinent to this solicitation.
