Position Summary

Serving as an Assistant Director of ECU Health Disaster Recovery and Risk Mitigation programs and activities, this leader is responsible for developing, implementing, and managing disaster recovery strategies, processes to ensure the continuity of critical services and systems delivered by information technology infrastructure and services. This includes developing, testing and maintaining a comprehensive technology Disaster Recovery plan.

This role also includes leading a team of engineers supporting disaster recovery technology and related initiatives, including Risk Mitigation activities and processes. The incumbent in this role will report to the Chief Information Officer.

As a senior leader representing critical functions on the Business Continuity program of ECU Health, this leader will also work closely with ECU Health Business Continuity leadership and BC Governance team to assure alignment and coordination.

Responsibilities
  • Develop and maintain Disaster Recovery Plan and program, including relevant run books and other required documentation to assure optimal readiness and execution. Assume management responsibility for Data Center recovery planning efforts with a major focus on achieving all financial and timing estimates, assuring adequacy of end state production recovery environments, meeting all strategic planning deliverables.
  • Lead data center and supporting infrastructure recovery capacity planning working with all IS technologies and services groups focusing on current, in plan, and new initiatives, with a major focus on proactively assuring an adequate recovery environment, as well as accurate, predictive budgeting activities of technology resources.
  • Oversee design, implementation, and maintenance of disaster recovery technology solutions, ensuring alignment with industry best practices and regulatory requirements.
  • In coordination with Cyber Security team and Biomedical engineering, assure and support regular risk assessments and business impact analyses to identify potential vulnerabilities and develop mitigation strategies.
  • In coordination with Cyber Security and Biomedical engineering teams, oversee regular infrastructure-related risk mitigation activities and processes, including regular and critical vulnerability patching, risk and vulnerability reporting and related process improvements.
  • Coordinate and align with ECUH Business Continuity leadership team, to assure implementation of enterprise driven business continuity and disaster recovery plans and programs. Help coordinate any implementation, training, validation, certification, regulatory or other activities in support of business continuity and disaster recovery plan and program.
  • Coordinate and conduct regular disaster recovery testing and exercises to validate the effectiveness of the Disaster Recovery Plan and identify areas for improvement. Develop and deliver training programs to educate staff on disaster recovery procedures and protocols.
  • Management duties for subordinate team of engineers to include applicable Human Resources tasks, budgeting, and general supervisory responsibilities.
    Work within and advise IS Division Major Incident response process and serve as a subject matter expert to both IS and Hospital Incident Command structures.
  • Collaborate with cross-functional teams, including IS, clinical, and administrative departments, to ensure disaster recovery plans are integrated into overall business continuity planning.
  • Ensure compliance with relevant healthcare regulations, standards, and guidelines related to disaster recovery and business continuity.
  • Monitor and report on the status of disaster recovery initiatives, providing regular updates to senior leadership.
  • Stay current with industry trends, emerging technologies, and best practices in disaster recovery and business continuity.

Minimum Requirements

Education
  • Bachelors degree or higher in Information Technology, Computer Science, or a related field (Masters degree preferred).

Required Work Experience
  • Minimum of 5 years of experience in disaster recovery, business continuity, or a related field.
  • Experience in developing and implementing disaster recovery plans and programs in a healthcare setting.
  • 3 to 5 years in a leadership role leading technology teams or services in a healthcare setting.
  • Preferred professional certifications include Certified Business Continuity Professional (CBCP), Certified Disaster Recovery Engineer (CDRE), EC Council Disaster Recovery Professional (EDRP), or similar.
