Job Summary
The supervisor of Payroll for E&M will manage and direct the day-to-day operations of the payroll clerks who are responsible for logging time for E&M non-exempt employees. Duties will include overseeing payroll clerks and the ensuring the correct entry and tracking of all payroll entries for Engineering and Maintenance (Infrastructure and Stations). In addition, this position will also be required to perform the duties of payroll clerks as required.

Duties & Responsibilities

  • Manage and oversee E&M payroll clerk team.
  • Develop, implement, and enforce policies, procedures, and priorities for payroll to operate as effectively as possible.
  • Maintain appropriate staffing levels including providing for vacation coverage, overtime hiring, and management and onboarding of TC list and candidates list employees, etc.
  • Allocate departmental resources as needed and evaluate activities to improve efficiency.
  • Monitor and track payroll for all E&M areas and provide assistance as needed for completion.
  • Prepare daily, weekly, and monthly reports for senior management.
  • Coordinate activities between Payroll Department and E&M Payroll Clerk team needed for resolution of payroll related issues.
  • Drive and support process improvements and changes in the department.
  • Respond to each inquiry, whether from a customer, vendor or coworker in a professional and courteous manner.
  • Drive a company vehicle to visit work sites and to assist at emergencies and/or events as needed.
  • Uphold the rights and interests of the Authority while building and maintaining an effective relationship with employees.
  • Assist in the management of a workforce by ensuring the fair and consistent application and strict adherence to the rules, regulations, collective bargaining agreements and policies of the Authority including the EEO, Antidiscrimination and Antiharassment and Antiretaliation policies.
  • Work any and all shifts and/or locations as assigned or directed.
  • Respond or report to work as directed by supervisory personnel for emergencies, extreme weather conditions, or any other abnormal conditions that impair service or the safety of service, twenty four (24) hours per day, seven (7) days per week.
  • Prepare reports and information approved by the manager for legal cases, attend depositions, if necessary.
  • Perform related duties and projects as assigned.

Minimum Requirements & Qualifications

  • A high school diploma or equivalent (G.E.D.) with the ability to comprehend, communicate and respond to instructions, orders, signs, and notices, inquiries, etc., in English.
  • Three (3) years of experience in payroll, accounting, finance, or other administrative duties.
  • Effectively communicate with regulatory agencies, community organizations and others on technical and sensitive matters; have excellent customer service, conflict resolution, negotiation, presentation, communication and writing skills.
  • The ability to use MS applications (Word, Excel, PowerPoint etc.).
  • Have the ability to work any and all shifts and/or locations as assigned or directed.
  • Be available to work twenty-four (24) hours per day, seven (7) days per week.
  • Have the ability to supervise and work effectively with a diverse workforce.
  • Have a valid driver's license.
  • The ability to provide internal and external customers with a courteous and professional experience.
  • The ability to adopt and drive change in the organization, and support change management initiatives.
  • The ability to work any and all shifts and/or locations as assigned or directed.
  • Be available to work twenty-four (24) hours per day, seven (7) days per week.
  • The ability to supervise and work effectively with a diverse workforce.

Preferred Experience
  • Additional years of experience in railroad, maintenance or construction.
  • Additional experience in call centers or customer service.
  • One (1) year Supervisory experience.
  • Experience with enterprise-wide payroll system.
  • Working knowledge with enterprise wide HRIS.
  • Experience with HRCMS (release 9.0 and above).
  • Proficiency with MS Office, PeopleSoft, and Database applications.
