The City of Pensacola seeks a strategic leader with a vision for growth and operational excellence to be the next Port Director for the Port of Pensacola. The ideal candidate for this position will be experienced in nurturing a successful mix of marine high-tech, research and development, and other 21st-century blue economy uses operating alongside traditional cargo activities that support Northwest Florida's businesses and industries.
Pensacola's 50+ acre port is located in the heart of a thriving downtown and the next port director must be able to strike a delicate balance, growing a successful port enterprise while respecting the residential, commercial and historic nature of surrounding uses.
As the driving force behind one of our region's primary economic hubs, the successful candidate will oversee day-to-day port operations while engaging in long-range planning efforts that align the port's business strategy with the City's strategic plan, working closely with the City's Economic Development Department to identify and recruit new port users, and fostering strong stakeholder relationships through professional, civic and community engagement.

Minimum Preparation for Work:
  • Graduation from an accredited college or university with a Bachelor Degree in appropriate discipline with Master degree preferred.
  • Experience in maritime related field and at least six (6) years in a significant related management position.

Necessary Special Requirements:
  • Possession of an appropriate driver license for equipment operated and any license, training or certification required by law or regulation to complete assigned tasks.

Nature of Work:

This is highly professional and administrative work serving as Port of Pensacola Director for the City of Pensacola.

The Port of Pensacola Director is responsible for organizing, directing and coordinating the activities of the Port of Pensacola. The Mayor shall appoint the Port Director, with the consent of the City Council by an affirmative vote of a majority of City Council Members. Work includes the formulation of working policy and procedures in accordance with general policy directives of the City Administrator, rules and regulations of the U.S. Federal Maritime Commission, and other applicable local, state, and federal guidance. Supervision is exercised over professional, technical, and clerical staff.

Examples of Work:
  • Plans, directs, and coordinates the work of the Port of Pensacola Department.
  • Directs the development, implementation and maintenance of strategic, fiscal and capital improvement plans for Port of Pensacola.
  • Prepares budget estimates and controls expenditures of departmental appropriations.
  • Negotiates all contracts, leases and other agreements with vendors, service providers, Port terminal operators, and users of the Port's property and facilities.
  • Represents the City before community groups, service organizations and civic committees to promote the development and use of port facilities, in addition to representing Port of Pensacola in industry associations and organizations including, but not limited to, Florida Ports Council, Florida Seaport Transportation Economic Development Council, Gulf Ports Association of the Americas, and American Association of Port Authorities.
  • Responsible for preparing items for action at City Council meetings, to include developing and delivering formal presentations to Council.
  • Formulates policies and procedures for and/or about Port related processes.
  • Selects personnel for the department, participates in the training and development of personnel, and responsible for various personnel matters (i.e., disciplinary action, etc.) in cooperation with Human Resources.
  • Prepares and maintains technical and administrative operating records and reports.
  • Acts as a liaison with Federal, State, local, and other agencies.
  • Issues and administers the Port Terminal Tariff.
  • Performs related work assigned by the City Administrator.

Knowledge, Skills and Abilities:
  • Knowledge of administrative procedures and departmental rules and regulations.
  • Knowledge of pertinent Federal, State, and local laws and ordinances governing the activities of the Port.
  • Knowledge of the funding process in a municipal environment as related to budgeting, cost accounting, financial planning and management.
  • Knowledge of marine or related terminal facilities, industrial relations and trade promotions.
  • Knowledge of environmental issues and compatible land-use related to port development and operations.
  • Knowledge of modern management techniques and methods.
  • Ability to plan, assign and evaluate the work of professional, technical and clerical staff.
  • Ability to exercise good judgment in evaluating situations and making decisions.
  • Ability to speak and write effectively.
  • Ability to prepare clear, concise and comprehensive reports.
  • Ability to establish and maintain effective working relationships with associates and the general public.
