Introduction
Division of Energy, Housing, and Community Resources (DEHCR) is seeking a highly skilled person with excellent technical skills to lead the development and testing efforts for DEHCR's custom application the Home Energy Plus System (HE+). The IS Business Automation Consultant-Administrator will play a critical role as a liaison between the Department of Administration, DET, other State agencies, local agencies, and the public and support the maintenance and development of the HE+ system for the Division.

This position is located at the Department of Administration (DOA) building in the heart of downtown Madison near the State Capitol. This vibrant area is home to many nearby restaurants and shopping venues as well as Madison's notable farmer's markets and food carts. It is also close to the University of Wisconsin and is easily accessible by both the Madison Metro Bus route and the Capital City bike path. This position will have the option of working remotely upon agreement of the supervisor but may be asked to come into the office periodically. This schedule may change based on operational needs and organizational requirements.
Position Summary
Under the general direction of the Bureau Director, the IS Business Automation Consultant serves as the functional and technical expert for the division and its bureaus in support of program needs related to IT and the Home Energy Plus System (HE+). This position has a central role in understanding the division, bureau, and program area business needs and provides this perspective as input into shaping IT projects in the HE+ System as well as Leading IT projects and IT team staff. This position represents the division and has the authority to act as the functional and technical expert for program needs related to IT and the HE+ system to internal and external entities. This position reports to the Director of Program Services.
The Home Energy Plus system (HE+) handles accounting, data collection, benefits determination and distribution of over $200 million across 5 or more federal/state funds. There are multiple interfaces with other systems including STAR (State Accounting System), mainframe checkwriter applications, automated printing applications, Master Client Index (MCI), address cleansing/standardization, Wisconsin Energy Fuel Information (WEFI) web services, and Document Upload - Content Manager. The system and data storage are complex, incorporating extensive rules, guidelines and policies developed in compliance with federal and state laws governing program operations.
The scope and latitude of activity associated with this position are very broad. This position provides expertise in the ability to coordinate program planning/management, design, development, testing, implementation of Home Energy Plus system enhancements and maintenance of existing functionality. The IS Business Automation Consultant has extensive responsibility for the development of report specifications to meet federal and state reporting requirements as well as ad hoc requests from stakeholders.
The work is multi-tasking in nature, self-initiated and conducted independently. This individual is expected to be highly responsive to queries from the Division staff and stakeholders.
Excellent communication and meeting facilitation skills are required. The candidate must have the ability to communicate effectively when discussing both technical and non-technical conversations with customers, managers, stakeholders and team members. The ability to logically troubleshoot problems is necessary along with knowledge of project management techniques and the ability to play various roles on project teams.

Salary Information
Starting hourly rate for this position will be $39.04 - $59.36 per hour depending on qualifications and experience, plus excellent benefits. This position in this classification (IS Business Automation Consultant-Admin) are assigned to pay schedule/range 07-32. A 12-month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Qualifications
Qualified applicants will have the following:
- Experience identifying technical business requirements within a large transactional database.
- Experience managing, leading, and facilitating the development of system requirements, and enhancements.
- Demonstrated experience working with SQL server and reporting tools such as SQL Server Reporting Services, Tableau, etc., including writing queries.
Well-qualified applicants will have the following:
- Education, training, or experience with Wisconsin's Weatherization Program and Low-Income Energy Assistance Program
- Experience working with the Home Energy Plus (HE+) data system and its programs.
- Experience within a public sector setting such as local, state, or federal government or nonprofit.
